Sorry I have not been able to get back to you. My state of the union speech opening of the
parliament etc has kept me out of touch. Can we try to arrange a call this Thursday night same
time. I believe it's I I your time and 8 am Friday in Male.
I will have some of my team with me.
Jeffrey is right we have one of the highest mobile user rates anywhere, although use of tablets is
not widespread outside of Male.
The opening of parliament was another painful exercise but its done after almost 5 hours of
repeated attempts.
Then the trial of former president Nasheed began with some street protests.
So it's been a some what difficult week.

Given the incredibly large number of cell phone users in the Maldives I would think that
there is at least enough connectivity to be able to have the discussions around the idea.
You are correct in that being a very good approach. Utilizing iPads and other available
internet tools, we could revamp several education initiatives to help teach a consistent
curriculum and implement teaching standards throughout the islands and atolls.

Please find attached a copy of the questionnaire with comments from some of our
colleagues.
We should consider the following issues in the questionnaire.
I. Drug and alcohol abuse. National survey of drug users completed recently indicates
there are 7500 active drug users, only 174 persons can be treated at any given time
in the current facilities.

2. Infrastructure: sewerage systems, safe water and harbors. Currently roughly one fifth of
government budget on these projects. Everywhere we go that seems to be the
demand along with good quality education and health care.
3. Population concentration. Majority of islands with population under 1000. 64 out of
196 inhabited islands with less than 100 students in school. Per capita cost of
investing in infrastructure and tertiary services for these small islands is prohibitive
compared to their relocation to bigger islands. Issue is sensitive because people
don't like moving to other islands unless there is an incentive package including
new homes and financial compensation.
These issues also need to be reflected in the questions.
For next Friday meeting, Shafeeu will be in Sri Lanka, but we will try to bring him and Jeff
Waheed into the discussion.
