any presidential candidate has before, it's not your imagination. For the first time in a presidential election, registered voters across Ohio can cast ballots early -- beginning Tuesday -- without giving any of the reasons required in the past. All you need to do is mail in an absentee ballot or show up in person to vote at your county Board of Elections or another site chosen by the board. "It changes everything for everybody," said *Medina County Democratic Chairwoman Pam Miller*. For voters, the option to cast ballots early offers the chance to avoid not only long lines at polling places on Election Day, but also the risk of a snowstorm, last-minute business trip or some other emergency. For campaigns and political activists, it means that expensive efforts that once waited until closer to Election Day are already under way -- from advertising and canvassing to organizing rides for people who want to vote. "All of our grass-roots activity at this point is focused on early voting," said *Paul Lindsay, a McCain spokesman in Ohio. * "It's going to be a major part of our effort in Ohio," Obama spokesman Isaac Baker said. "We plan to turn out a significant and substantial number of our voters during the early-vote window. That way those people on Election Day will be able to volunteer on our behalf and help turn out other voters." Nationally, more than 30 states this year are allowing voters to cast ballots in person or by mail without a stated reason before Election Day, according to the Early Voting Information Center at Reed College in Oregon. In Ohio, the secretary of state's office expects a quarter or more of votes to be cast early. In some counties, the numbers may be even higher. *Lake County Republican Chairman Dale Fellows* said he's anticipating between one third and 40 percent of voters will cast ballots before Election Day. "A lot of people are looking at it as a convenience thing," he said. To encourage early voting, both presidential campaigns have mailed applications for absentee ballots to voters they have identified as likely supporters -- especially voters who don't have a history of voting consistently and who are likelier to vote if they can pick a time they find convenient. For the Obama campaign, early voting could be helpful in boosting turnout among newly registered young and black voters who are balancing classwork or child-care obligations that can make it hard for them to show up on Election Day. For the McCain campaign, it could be helpful with independents who are drawn to the candidate's maverick image but aren't in the habit of voting regularly. The McCain campaign has mailed out more than a million absentee-ballot application forms in Ohio, Lindsay said. The Obama campaign, Baker said, has sent out "a very substantial number," which he wouldn't specify for strategic reasons. For voters willing to cast ballots weeks before the campaign is over, one advantage is that they're less likely to be interrupted afterward by phone calls and knocks on the door from campaign activists. The McCain campaign, for example, is using new technology that will instantly eliminate voters from the list of people to contact once they say they have cast ballots. But there are also potential disadvantages to voting early. One is that voters can't change their choices if they become disenchanted with a candidate's performance later in the campaign or if a major event, such as a financial collapse, war or terrorist attack, were to occur. "You have to wonder how many people vote in early October and then something happens in late October and they would've changed their minds," Fellows said. Another potential disadvantage is that early voting in Ohio, even in-person voting, requires filling out an absentee-ballot application, which entails submitting more information than is necessary at the polls on Election Day. The application requires voters to provide their home address, date of birth and either a driver's license number, the last four digits of a Social Security number or a copy of a current ID. *Athens County Democratic Chairwoman Susan Gwinn*, who formerly served on the Elections Board in her southern Ohio county, said it's not uncommon for people to make mistakes that aren't caught before they cast their vote -- and such mistakes can result in their ballots not being counted. College students sometimes mistakenly put in their parents' address, and voters sometimes write the current year instead of their birth year, she says. When early voting first started in 2006, "there were people who were Ph.D.s whose ballots weren't counting," she said. "Those little errors add up." In the 2006 election in Ohio, 707,856 absentee ballots were cast, representing nearly 17 percent of all votes tallied in the state. But only 639,416 of the absentee ballots were counted, making for a 10 percent rejection rate because of errors or other problems, according to the secretary of state's records. Gwinn said she fears the chance of errors is so high that it makes sense for party activists to push early voting mostly for sporadic voters who aren't a good bet to show up at the polls on Election Day.
