Perhaps you refer to a cybernetic regulation paradigm? =alentino Braitenberg suggested to understand Al from a
regulation =erspective: feedback loops to approach a target state (homeostatic =quilibrium). The behavior regulation
can be described with payoffs =cross many sub-behaviors (which Minsky called agents and agencies). =henever you get a
situation where the local cost functions lead to a =ash equilibrium that is incompatible with the global goals of the
=rganism, you introduce a higher level regulation that imposes offsets =n the payoff matrices of the lower level agents.
This leads to the =ormation of an internal governance hierarchy.
I =hink that this was the core idea of Rodney Brooks' subsumption =rchitecture. (Eventually, Brooks' work did not pan
out, he =carted building Roombas and lawn movers and became an Al =essimist.)
