I spoke to STT customs, if I bring a passenger from Puerto Rico to STT there is no customs arrival, only when I bring
passenger from St Thomas to Puerto Rico. A US citizen can use a US Drivers license and its up to the discretion of the
Customs Agent clearing the person into Puerto Rico whether they will accept a drivers license only as ID. The customs agent
said as long as the US Citizen can prove they are a US citizen, Customs will accept a Drivers License. I told the Customs
agent, that doesn't make sense, if we had other ID proof, I wouldn't be asking if a Drivers License is acceptable, since the
person only has a drivers license.
Its up to Customs agent clearing,

Question: What Do You Need to Know Before You Travel to Puerto Rico?
Answer:
Do I need a passport?
No. When you travel to Puerto Rico, it's like going anywhere within the U.S. All you need is a driver's license or other valid
form of photo ID. In fact, Puerto Rico is one of only two destinations in the Caribbean (the other is the U.S. Virgin Islands) that
do not require U.S. citizens to carry a passport.
