Sequence of events

This is totally wrong and merely a vicious fabrication. The deputies at Gun
club, were basically told the same thing when it can time to apply for my
overtime detail. That is at the root of the change of attitude.

Mr. Johnson stated that he thought that PBSO had the discretion unless
the court has a standing order against it to place sentenced inmates on
house arrest. Ms. Haughwout stated that they are doing some of this. She
also stated that the criteria for this program that the Sheriffs office uses
are understandably specific. Such as if an individual has a prior, they will
not qualify for the program even though their current charge is for a lesser
crime. Mr. Krischer said that in the past, discussion had taken place for
the last quarter of an individuals' sentence would be fulfilled under house
arrest if there is no irresponsible behavior .He stated that this could be an option
for consideration again.
Chairman Duncan asked Sgt. Lawrence to explain the guidelines for the
program. Sgt. Lawrence stated that the criteria are stringent. His unit is
able to place someone in the program without judicial intervention by a
Standing Order unless it is specified at sentencing otherwise. Often, the
criteria for the terms of the program are the prior crimes and they look at
criminal history. Even if the charge at the time is not significant, they look
at what they have done in the past. Once it is a court order then they will
abide by that order.
Chairman Duncan stated that he agreed with Mr. Krischer to charge a
sub-committee with looking at the details of expanding the house arrest
program.
