Eliminating the gas tax directly lowers the price of gasoline, encouraging additional consumption-increasing the demand, in economic terms. Therein lies the first rub: U.S. oil refineries are currently operating at full capacity (they always operate at full capacity during the holiday travel season) and since they can't supply any more gasoline, added demand simply results in higher prices. So while consumers might see some minor reduction in the pump price, the oil producers, domestic and foreign (certainly Iran, Russian, and Libya will be grateful) will be delighted at the slightly higher price they can now charge for their product. Rub #2: The Iron Law of the Balanced Budget. A cut in revenues equals a cut in spending. (You can, of course, charge it to the future, which cuts your children's spending rather than your own. Pretending it does otherwise is a particularly ugly, but often expedient, fiscal fantasy.) In fact, the gasoline tax revenue that he proposes to eliminate is already going to spent supporting road and highway construction and maintenance around the country.
