The overarching question/concern Herb and I have, as you know, is ensuring that the center places enough time/attention/staffing/resources on the communications and outreach functions. The budget itself is not the best document for communicating the priority of the communications and outreach functions, in part because the titles assigned to certain staff (economist, junior economist, research associate) tend to suggest a purely academic functions rather than a more nuanced role that includes having a foot in both the academic and policy worlds. I’m not suggesting staff titles change, but I do think it’s important to be aware of the perception that creates (with us, and potentially with others). At the end of the day, it is the communications and outreach functions that will make our center unique from (and more effective than) other academic or think tank research centers that simply do research on inequality or related topics, and it is those functions that both attracted us originally to the enterprise (as opposed to setting up research centers at other universities) and will best serve to attract other funders to WCEG. The research functions are important (identifying knowledge gaps, commissioning work, building a network of academics, etc…), but as we’ve discussed those research functions are ultimately “in service of” the more strategic communications and outreach efforts (e.g. translating, disseminating, bridging, targeting key policymakers, educating, etc…) that will ultimately determine the success of our endeavor. This is why I’ve been focused on your outreach hire and ensuring that they begin to develop an outreach plan that is vetted by a group of sophisticated group of outreach advisors. I know I sound like a broken record, but I really can’t emphasize the points enough. In terms of the specific budget item re communications research, I don’t see a problem if you want to pursue that, but you’ll have to make choices within the budget we have. In other words, we’re less concerned about a specific budget allocation you want to make (particularly, if it contemplates more communications and outreach work!), but we are not inclined at this point to grow the budget beyond what we’ve always understood it to be. We are also planning to commission some research soon (as soon as we can), for which there is a line item in the budget, so that we have more content for the website when we "soft launch" the full site in May. Second, one item that is not in the budget, but which I would like to discuss sometime in April, is commissioning some communications research.
