Highlights:
1. CBS: Asked Why Americans Should Trust McCain to 'Get Us out' of
Economic Mess, Wallace Responds that he Will Reform Corrupt Institutions
NICOLLE WALLACE: "John McCain is someone who has actually reached across the
aisle, worked with democrats to take on big, entrenched special interests
and has a record of reform. That is the best indicator yet that he's the
only one that can shake up the broken institutions in Washington and Wall
Street."
2. NBC: Wallace on negative campaigning and attack ads
WALLACE: "On race, I would just say the poison that was injected by the
Obama campaign surrogates on Friday is one that no one should stand for."
3. MSNBC: Running against Obama is like running against God, Wallace
declares
WALLACE: "There are people who wear T-shirts that say Sarah Palin is a See
You Next Tuesday. It's a word you can't even say on Showtime."
4. CNN: Drew Griffin asks if ACORN would like to run a clean
registration drive
SPEAKER AT RALLY: "That is fraud! That is voter suppression! That is not
new. Where is the news media when that is going on?"
5. CNN: Doug Holtz-Eakin defends McCain's plan to purchase mortgages at
face value
HOLTZ-EAKIN: "Well, I mean the only way to have a lender not get face value
is to have people default and we have ten million mortgages under water."
Highlights, No Video
1. ABC – MATTHEW DOWD: "John McCain has pulled a rabbit out of a hat
before over the course of his career, but this is going to be a rather large
rabbit out of a very small hat. Once the debate is held John McCain's
destiny is no longer in his hands."
2. CBS – JEFF GLOR: "21% of voters say they've changed their opinion of
John McCain for the worse, citing the campaign's reliance on negative
attacks and the selection of Sarah Palin as a running mate."
3. NBC – ANDREA MITCHELL: "To counter Obama's lead in the polls on the
economy, McCain proposed a new economic plan Tuesday--just in time for the
debate. McCain would eliminate taxes on unemployment benefits, cut the
capital gains tax in half, fully insure all bank deposits, and, in an appeal
to nine million seniors, lower the tax on withdrawals from retirement
accounts."

*Asked Why Americans Should Trust McCain to 'Get Us out' of Economic Mess,
Wallace Responds that he Will Reform Corrupt Institutions* (CBS 10/15/08
7:06am)
HARRY SMITH: Do you wish the elections were three months from now? Do you
need a little more time?
NICOLLE WALLACE: We need a little more time, but you know, I've sat here
before, in this room, and we've talked about John McCain being down, we've
talked about John McCain being out and I think he said on Monday he's been
counted out by opponents before, [and] he's been counted out by the national
media before. He's heartened by the fact that Barack Obama and Nancy Pelosi
and Harry Reid are planning a liberal democratic takeover of all the levers
of government. They're measuring the drapes and we're fighting for the
American people.
SMITH: [W]hat does your candidate have to do tonight to make a difference,
especially three weeks from now?
WALLACE: No one can out talk Barack Obama. I mean, he's brilliant. He is
absolutely the most brilliant speaker in America.
SMITH: Lowering the expectations!
WALLACE: He's the most gifted political communicator of our generation, but
what I think they're looking for is a fighter and John McCain laid his cards
on the table on Monday. He said there's one person in this race who says
what he's going to do and does what he's going to say and there's someone
else who, you know, lobs untrue attacks against John McCain. The truth is
Barack Obama's spent more millions attacking John McCain than any
politician--democrat or republican--in the history of American politics.
[...]
SMITH: You guys are both all over your talking points.
[...]
SMITH [doing role play as Bob Schieffer, Wallace is McCain]: Admittedly, the
economy is not your strong suit, Senator McCain. With the economy in the
worst economic crisis since the great depression, why should we trust you to
get us out of this?
WALLACE: We're in more than just an economic downturn, we are in a major
national crisis and, in an hour of crisis, John McCain is someone who has
actually reached across the aisle, worked with democrats to take on big,
entrenched special interests and has a record of reform. That is the best
indicator yet that he's the only one that can shake up the broken
institutions in Washington and Wall Street.

*Nicole Wallace: We've Lost the Spin War* (NBC 10/15/08 7:06am)
MATT LAUER: [A]bout 60% of people say that they have been turned off by
negative attacks by John McCain on Barack Obama. How do you respond to that?
NICOLLE WALLACE: Well, listen. The polls are down. Many--present company
excluded--are counting John McCain and Sarah Palin out and John McCain has
been here before. The landscape looked pretty similar--actually, far more
bleak during the republican primaries. So I think he's talked about how
Americans need to take these final three weeks and really ask themselves: do
they want someone who has a record of fighting for them? Do they want
someone with a record of reform? Or do they want someone who says one thing
and does another? And I'll get to your question about negative attacks.
LAUER: Yeah.
WALLACE: Barack Obama has been brilliant and Robert has been brilliant at
painting our campaign as the one--
ROBERT GIBBS: You're in trouble.
LAUER: She set you up for something here.
WALLACE: Listen! Listen! The truth is that Barack Obama has spent more
millions of dollars on negative attack ads than John McCain and we've lost
the spin war.
LAUER: But the perception here, if you listen to this poll, the perception
is that John McCain's the one being negative.
WALLACE: Right, right. Sure.
LAUER: So how's it gonna impact the tone tonight? Will John McCain go
negative tonight? Can he afford to go negative tonight?
WALLACE: Well, listen. We've never been interested in negative attacks for
the purpose of negative attacks, but the truth has to stand on its own
tonight. So the truth about Barack Obama's record or of raising taxes on
half of small business income in America, the truth about Barack Obama's
plan for raising taxes--Barack Obama is measuring the drapes. He and Nancy
Pelosi and Harry Reid are planning a liberal democratic takeover of our
economy.
[...]
WALLACE: On race, I would just say the poison that was injected by the Obama
campaign surrogates on Friday is one that no one should stand for.

*Nicole Wallace Compares the Democratic Presidential Candidate to
God*(MSNBC 10/15/08 7:32am)
NICOLLE WALLACE: Let me concede something. [...] We certainly lost the spin
war about who's fighting a more negative campaign. The truth is the truth,
the truth is that Barack Obama has spent more money on negative attack ads
against John McCain than any politician--democrat or republican--in history.
JOE SCARBOROUGH: By the way, that is not a talking point. You can actually
go to this Wisconsin study.
WALLACE: Thank you, Joe. God bless you.
SCARBOROUGH: It is a matter of record. So I don't want people to go--uh,
she's not spinning.
WALLACE: Yeah.
SCARBOROUGH: And I guess it's staggering to me because I sit there and I
watch 1,350 negative John McCain ads--ads attacking John McCain, throughout
the weekend. There are six that John McCain runs and then I come to work on
Monday morning and we all talk about how negative John McCain's campaign's
been.
PAT BUCHANAN: Given what Joe just said, if the American people believe that
John McCain and Sarah Palin are the ones doing all the savaging, who
misinformed them, if not the mainstream media?
WALLACE: In 20 days I'm gonna get to the bottom of it, but, for the next 19
days, we're gonna talk the way John McCain spoke, in a new stump speech, he
delivered on Monday, in Virginia where he said, 'I am going to fight for
you. I have always fought for you. I'm gonna accept the judgment of the
American people. I'm gonna let the chips fall where they may, but, in the
final 19 days, we must focus on the very, very wide gap between what Barack
Obama says and what he does, between what his campaign says and what his
campaign does,' and the truth is and I know you guys have talked about it
and I applaud you for talking about it, but the truth is we've had a lot of
thoughtful discussions about race in this campaign and that is entirely
appropriate. We should continue to do so. We have spent far less time
talking about the gender bashing that happens, not only out of the Obama
campaign, but on the far left. There are people who wear T-shirts that says
[sic] Sarah Palin is a See You Next Tuesday.
SCARBOROUGH: Oh my gosh!
WALLACE: It's a word you can't even say on Showtime.
SCARBOROUGH: Can't even say it.
WALLACE: There is an acceptance of the gender-bashing that's happening with
Sarah Palin. We saw a little bit of that with Hillary Clinton and, in the
end, the voters will correct for that.
SCARBOROUGH: [W]hat would happen if republicans wore such a vile T-shirt to
a Hillary Clinton rally?
WILLIE GEIST: Well forget republicans. We saw it in the primary. Everyone
was called a sexist. Peoples' jobs were threatened when they attacked
Hillary Clinton, but nobody says 'boo' when it's Sarah Palin.
[...]
NICOLE WALLACE: [Running against Barack Obama] is like running against God.
The media has anointed him [...].
Highlight #4
*Drew Griffin Asks if ACORN Would Like to Run a Clean Registration
Drive*(CNN 10/15/08 7:32am)
GRIFFIN: We went to ACORN's Philadelphia headquarters, where a rally was
taking place, telling volunteers the recent news about Voter Fraud was just
another attack by the right wing and the media on the poor.
SPEAKER AT RALLY: That is fraud! That is voter suppression! That is not new.
Where is the news media when that is going on?
[...]
GRIFFIN: Why is a deputy City commissioner of Philadelphia telling me that
ACORN is hiring recovering alcoholics, drug addicts, homeless people who are
so desperate to get money that they know that they don't make their quota,
they just fill in any old name- that's what he's telling me.
MARCANO: That's just not the point.[...]We did not deliberately go on there
and say "You're homeless, you're a recovering alcoholic, you are...
GRIFFIN: But has it presented itself as a problem to ACORN? Wouldn't ACORN
like to run a nice, clean, smooth voter registration drive?
MARCANO: We have done that, because if we have been able to register 85,000,
above 85,000 good registrants, compared to 5,000 suspect cards, we have done
a good job.
Highlight #5
*Doug Holtz-Eakin Defends McCain's Plan to Purchase Mortgages at Face
Value*(CNN 10/15/08 7:30am)
DOUGLAS HOLTZ-EAKIN [...] The provision is for next year, 2009 and the year
after, so it's an incentive for investors to hold. There's a requirement
that you have a holding period of at least one year to get this reduced
rate. This is an attempt to build some confidence in markets, get investors
in and restore the value of assets that are held by pension funds all across
America in addition to the IRAs and 401Ks
JOHN ROBERTS: Would that just be a temporary fix, though, because, people
wanting to take advantage of that reduction in capital gains you would think
logically, they would want to cash in some of those investments.
HOLTZ-EAKIN: Well I think the point at which it becomes a pressure to cash
in becomes towards the end of 2010 where we're facing a large tax increase,
so there'll be pressure on the democrats in congress to not have that tax
increase and keep people in the market.
[...]
ROBERTS: What about Senator McCain's plan to help people stay in their homes
through mortgage purchases? People say that a part of the problem with it is
that you would spend some of that $300 billion, or a large part of it buying
up mortgages at face value that weren't worth as much as you were paying.
What sense does that make?
HOLTZ-EAKIN: Well, I mean the only way to have a lender not get face value
is to have people default and we have ten million mortgages under water, 1
out of 6 mortgages in America, we have another 3 million or so who are
distressed, delinquent and this is a big problem and to simply do the kinds
of things Senator Obama has suggested is too little too late, quite frankly.
All the estimates are four or five hundred thousand people from those
measures. This is the fundamental problem facing the U.S. Economy. We need
dramatic action to shore up housing values for every American homeowner and
this is an approach that can do that and do it quickly. And so Senator
McCain thinks we ought to solve the big problem and it'll stabilize the
banking system at the same time.
