Dear Jeffrey....
As a follow up to our conversation moments ago, I am sending this to give you an update on the many
business opportunities that we currently have in Libya as a result of my strong relationships with the country's
new leaders. For more than two years we have been working with the new leaders, starting when they were
call "the rebels" trying to overthrow the oppressive Qaddafi regime. This led to my helping arrange on of the
first conveys of humanitarian goods to Benghazi. As a result, I had the privileged of helping arrange a number
of events and meetings for President Mohamed al-Magariaf (considered by many as the Nelson Mandela of
Libya) and the co-founder of the National Front for the Salvation of Libya (NFSL) which first challenged the
Qaddafi Regime in 1980, resulting in Dr. Magariaf becoming the #1person on the Qaddafi Regime's hit list.
On May 8, 2012 the NFSL ended its activities as a dissident group against Qaddafi's dictatorial regime and the
next day commenced its activities as a political party (National Front Party), with Dr. Magariaf voted its
President. On July 7, 2012 Libya held its first democratic national elections in more than four decades with
Dr. Magariaf being voted into the two hundred member General National Council and on August 9, 2012 he
was voted as the President of the General National Congress and leader of the Libyan Government (head of
state).
During his visit to New York last September President Magariaf addressed the UN General Assembly and
attended meetings and receptions held by President Obama, Secretary General Ban Ki Moon, and bilateral
meetings with many distinguished world leaders, including US Secretary of State Hillary Clinton, British
Prime Minister David Cameron, former President Bill Clinton, Senator John McCain, Secretary General of
NATO, President of the European Council, Executive Director of the World Bank, Council on Foreign
Relations, Human Rights Watch and many others. On September 28, 2012, I arranged for President Magariaf
to address 200 hundred invited VIP guests at the Council on Foreign Relations, as well as meeting with the
leadership of Human Rights Watch and several major business leaders in New York during his visit.
Again, I first started working with the Transitional National Council (TNC) more than two years ago arranging
for one of the first humanitarian aid conveys to Benghazi. And in June 2011, I arranged for Dr. Magariaf to
bring a delegation from the TNC to New York where we arrange for them to meet with the President of the UN
General Assembly, Joseph Deiss, President Elect, Nassir Abdulaziz Al-Nasser and a number of other
department heads at the United Nations, as well as Human Rights Watch, other relevant groups and interested
parties. And as you know, on June 15, 2011, wl arranged a reception (their first official event) at United
Nations honoring Dr. Magariaf's delegation in support of the TNC and the people of Libya in their fight for
self determination after 42 years of tyranny at the hands of Muammar Qaddafi.

President Magariaf is a devout moderate Muslim who opposes extremism, and as a result he has been attacked
by radical Muslim groups in Libya, some with ties to Al Qaeda. With this said, the country is normalizing at a
rapid pace More importantly, he has strong relationships and support throughout the Middle East, as well as
here in the United States where he lived for more than a decade before returning to Libya a year and a half
ago. Having met with more than 50 heads of states (including five US Presidents), I can assure you that
President Magariaf is THE REAL DEAL And although, President Magariaf resigned last week, he is still
the major political force in Libya and now he is unshackled to pursue private sector projects and transactions,
that he was unable to do when he was in politics.
His election was a great day for the "new" Arab Spring And for those who want to know how
President Magariafs resignation affects the stability of democracy in Libya and our position in the country, my
answer is that it strengthens both. First of all, it demonstrates that government leadership transitions can be
peaceful and again it allows for President Magariaf to move from the public sector to the private sector, with
the support of the Libyan people, American government (where he lived for 11 years under the protection of
the US government), European Union and throughout the Middle East. Finally, our relationships are with a
number of others in the new leadership, especially since we are not tainted by Qaddafi having never worked
with the former regime.
Most of all make sure that whomever you speak with understands that Libya is a really rich country, with the
largest crude oil reserves and second largest natural gas reserves on the African Continent, as well as more
than US$150 billion in cash and assets residing outside of the country. With a small population of
approximately six million people, together with huge crude oil and national gas reserves, the World Bank
defines Libya as an 'Upper Middle Income Economy' and in the 1980s its GDP per capita was higher than
Italy, Singapore, South Korea, Spain and New Zealand. Therefore, with prudent management and financial
responsibility, there is no reason that Libya can't return to its position as the #1 GDP per capita economy on the
African Continent and one of the strongest in the world. Economists say that Libya's GDP should grow 15%
annually over the next 5 to 10 years, making it one of the most attractive places to invest in the planet.
Therefore, if you or have any groups or companies that would be interested in working with the new
democratically elected government in Libya in the development of their country, I propose that at a mutual
convenience we meet, to discuss the specific potential projects in Libya. Off of the top of my head here are
some of the opportunities.
The initial business opportunities in Libya.
• Introduce refineries to Libya with the objective to secure crude oil contracts.
• Introduce oil companies with the objective for them to secure crude oil and/or natural gas exploration
concessions
• Assist the government in finding a strategic partner and structuring a state-of-the-art 100,000 to 200,000
BPD crude oil refinery as either a DBOT proposition or in a partnership.
• Develop power plants and extend the existing electric grid in Libya and elsewhere across North Africa.
• The obvious business opportunity in Libya is to manage part of the country's sovereign funds. Please
remember that there is almost $100 billion of Libyan sovereign funds/assets frozen by Western
governments to be released now that Libya has a democratically elected government, in addition to the
$165 million to $185 million in crude oil revenues generated every day.
• Another opportunity is for a real estate developer to propose the building of a Rockefeller
Center/Century City signature mixed-use (retail, office, commercial, residential and cultural)
development in Benghazi and possibly Tripoli, either as an investment or on a Design-Build-Operate-
Transfer (DBOT) basis.
• Assist the government in finding a strategic partners and structuring the development of port and airport
facilities and related transportation, again on a DBOT basis
• Assist the government in finding strategic partners and structuring development of affordable housing,
as well as up-scaled residential developments for international guest workers, business people and their
families. - DBOT or in partnership with locals

• Assist the government in building hospitals, schools, clinics, technical institutes, etc. - DBOT
• Assist the government in finding and structuring the development of infrastructural projects (waste
management systems, water desalination and treatment, electric power, grid, and renewable energy
projects, road, rail, etc.) - DBOT
• Assist the government in developing hotels, resorts, tourist facilities and highway rest stops. - DBOT or
in partnership with locals
• Assist the government with any other projects deemed feasible based on Libyan requests. - DBOT
Please understand that Libya is rich and needs everything. Hospitals, Factories, Housing, Schools, Ports,
Airports, Roads, Electrical grid. Telecommunications. Office buildings, Commercial centers. Warehouses.
Sanitation. And most of all jobs. Again, if you are interested in doing any of the above, lets meet as soon as
possible to explore potential opportunities. Afterward, we can meet with the former President or have invite
him to meet with you to explore potential opportunities that we could do jointly with him in Libya. In the
