I spoke with OPR which confirmed that is fully report, not just the executive summary, is publicly available. They even pointed me toward a few places where we could find it (links below). For drafting purposes, we should avoid saying OPR publicly released its full report, since OPR did not. Instead, OPR provided its full report to Congress which chose to release it, so a more accurate statement would read along the lines of "OPR's full report, which is now publicly available" or something like that.
