Health reform Halloween scary for seniors?
-seniors/>
by Dara Kam | September 30th, 2009
Backers of President Barack Obama's health care reforms unleashed a
television ad in Orlando, Louisville and Washington pillorying Humana's
scare tactics targeting seniors and the plan's impact on Medicare.
Americans United for Change, Obama's campaign organization-turned
unofficial presidential PR machine, is running the ad and also staging a
protest at Humana headquarters in West Palm Beach today at noon.
Last week, the Centers for Medicare and Medicaid Services launched an
investigation into Humana Inc.'s possible misuse of beneficiary
information to send anti-health care mailers to its Medicare gap
coverage enrollees. The Louisville-based insurer is one of the largest
Medicare supplemental insurance providers.
Humana sent mailers to seniors in several states, including Florida,
containing what could be misleading information about Obama's plan,
warning of cuts to benefits and increases in costs to the popular
government-backed insurance plan for seniors.
According to the AARP's web site, "None of the health care reform
proposals being considered by Congress would cut Medicare benefits or
increase your out-of-pocket costs for Medicare services."

Americans United for Change runs ad blasting Humana mailing
Americans United for Change, a liberal advocacy group, is running a TV
ad blasting Humana for a mailing "intended to frighten (seniors) into
opposing health-insurance reform."
The federal government recently ordered Humana to suspend the mailing,
which asked seniors to protest proposed cuts in funding for Medicare
plans such as those sold by Humana. The Medicare program said the
mailing was "misleading and confusing" and could be mistaken for an
official communication about Medicare benefits.
The Halloween-themed ad depicts Humana CEO Michael McCallister as a
devil starring in a film called "Mediscare." Senate Minority Leader
Mitch McConnell, R-Ky., who has defended Humana's right to issue the
mailing, is shown in Dracula garb.
Jeremy Funk, spokesman for Americans United for Change, said the
30-second spot was scheduled to run 40 times in the Louisville area
Tuesday and Wednesday - 20 times each on cable channels CNN and MSNBC.
The ad is also running in the Orlando, Fla., and Washington, D.C.,
areas.

The battle over insurance giant Humana hits the airwaves in this
entertaining new ad from a top White House ally, Americans United for
Change, which slams Humana - and its Republican defenders - for
misleading seniors about how reform would impact their Medicare:
The ad is running in D.C. and in Louisville, Kentucky, the home state of
Humana and one of its leading Congressional defenders, Senator Mitch
McConnell <http://www.whorunsgov.com/Profiles/Mitch_McConnell> .
The spot tries to turn Humana's widely-reported letter
<http://blogs.abcnews.com/thenote/2009/09/shut-up-the-government-says-mc
connell-on-humana-letter.html> warning seniors about Medicare - which
Dems have condemned
<http://finance.senate.gov/press/Bpress/2009press/prb092109.pdf> as a
scare tactic - into a symbol of broader insurance industry and GOP
efforts to persuade the elderly that reform proposals represent a real
threat to their health care, and by extension, their well being.
"Whether it's the insurance companies, or their Republican allies, the
case against health insurance reform always gets down to one word," a
narrator intones. Meanwhile, the screen flashes, in lurid, scary
lettering, the word...
"BOO"

Fight Over Medicare Cuts Intensifies
September 29, 2009, 2:46 PM ET
Jane Zhang reports on Medicare.
The battle over proposed cuts to private Medicare plans is heating up.
Americans United for Change, a liberal group, rolled out a
Halloween-themed ad <http://www.youtube.com/watch?v=-wHyMZyYxzI>
protesting what it called Republican "fear mongering" over proposed cuts
in Medicare Advantage amounting to $100 billion over a decade.
The ad takes on Humana Inc. Chief Executive Michael B. McCallister and
GOP leaders who oppose the spending cuts and the Medicare agency's
effort to stop Humana from enlisting seniors in its fight.
Americans United for Change plans to run the ad in the Louisville, Ky.,
where Humana is based, as well as Orlando, Fla., and Washington, D.C.,
markets.
Earlier this month, Medicare launched an investigation
<http://online.wsj.com/article/SB125349705522626821.html> into Humana's
efforts to encourage seniors to fight the cuts and told the company to
stop the activities.
Republicans, including Senate Minority Leader Mitch McConnell of
Kentucky, where Humana is based, demanded that Medicare reverse the "gag
order," and McConnell threatened to block all Department of Health and
Human Services nominees. "Republicans see the move by HHS as a violation
of First Amendment rights, and will not put up with an effort to keep
seniors in the dark while Congress cuts their Medicare," said McConnell
spokesman John Ashbrook.
Senate Finance Committee Chairman Max Baucus of Montana, who is
shepherding a health overhaul bill and pressed for the Humana
investigation, isn't backing down. "It is inappropriate for private
insurance companies to mislead and deceive seniors about health care
reform, particularly companies contracting with the federal government
to deliver Medicare benefits," he said in a statement to Washington Wire
today. "Seniors deserve to receive accurate information and to be
treated fairly by their insurance companies, and I'll fight for that any
day of the week."

Halloween coming early on health, liberal group says

As the Senate Finance Committee today voted against including in the
health care overhaul a government-run public option to compete with
private insurers, the back-and-forth continues over an existing
government program.
After Senate Finance Chairman Max Baucus complained about a mailer sent
by Humana, one of the nation's largest insurers, warning seniors that
they could lose important Medicare benefits under the Democratic health
care bills, Health and Human Services ordered Humana and other private
companies that contract with Medicare to stop sending customers
information about the overhaul's potential effects on their benefits.
While Democrats deny that the bills would cut Medicare benefits, the
Congressional Budget Office and independent analysts said some seniors
could lose some enhanced benefits under the Medicare Advantage program .
Republican leaders responded late last week by warning HHS Secretary
Kathleen Sebelius that they will block confirmations
<http://www.boston.com/news/politics/politicalintelligence/2009/09/repub
licans_war_1.html> of any agency appointees until she lifts what they
call the "gag order" on insurers.
Today, the liberal-labor coalition Americans United for Change unveiled
a new TV spot going after Humana and the Republicans.
The Halloween-themed ad accuses the insurance industry and its GOP
allies of resorting to fear tactics.
"This year Halloween comes early for health insurance giant Humana," the
announcer says. "Humana is sending letters to its senior citizen policy
holders intended to frighten them into opposing health insurance reform.
The letters say health insurance reform threatens their Medicare
benefits. AARP says: that's just not true."
"But we shouldn't be surprised," the announcer says as images of
Republican leaders in various costumes flit across the screen. "Whether
it's the insurance companies or their Republican allies, the case
against health insurance reform always gets down to one word."
"Boo!" it says on screen.
Baucus did not include a public option in his draft plan, largely
because he does not believe that a bill that includes it would pass the
Senate. Liberal groups launched a new TV ad
<http://www.boston.com/news/politics/politicalintelligence/2009/09/liber
als_press_1.html> this week in his home state trying to pressure him to
change his mind.
But Senator Jay Rockefeller, a West Virginia Democrat, is proposing a
public plan modeled on Medicare, the government program for the elderly.
President Obama has said he prefers a public option, but is not firmly
wedded to it, as long as there is competition for private insurers.

Americans United Ad Dresses Up Anti-Reform Forces For Halloween

TV ad from Americans United has to be seen to be believed. The ad,
running in Orlando, Louisville and Washington, presents the CEO of
Humana and Republican leaders as being dressed up as monsters for
Halloween.
The ad fires back at Humana for telling its senior citizen clients that
Democratic health plans would cut their Medicare coverage. "But we
shouldn't be surprised. Whether it's the insurance companies or their
Republican allies, the case against health insurance reform always gets
down to one word," the narrator says, followed by the sound of a woman
screaming over spooky music.
Most notably, Humana CEO Michael McCallister is dressed up as the Devil.
Also, John Boehner probably wouldn't appreciate the drag element of
making him a witch.
Americans United for Change is a 501c4 issue-advocacy organization,
founded in 2005 to help defeat President Bush's effort to privatize
Social Security. Since then, Americans United has waged numerous media
campaigns to move forward a progressive agenda in Congress, from
expanding children's health care to millions of kids in need, to ending
the war in Iraq, to investing in the clean energy jobs of the future, to
passing major health insurance reform.
