A diplomat by training, Dr Svensson has worked in leading international positions for the last 12 years. She is currently Sweden's Ambassador for Oceans, Seas and Fresh Water. She has wide international experience, including posts in New York, Washington and Brussels. She has a PhD in Business Management, focusing on policies and action programmes to stimulate economic growth and innovation. Professional Career Ambassador for Oceans, Seas and Fresh Water, Ministry of the Environment As Sweden's Ambassador for Oceans, Seas and Fresh Water, Dr Svensson provides advice and expert guidance to the Minister for the Environment on the action needed to move forward on Sweden's international ocean agenda. She works to promote policy coherence for ocean affairs issues by coordinating and promoting the approach to international ocean affairs at the Government Offices and at local, regional and national institutions, including the Swedish Agency for Marine and Water Management. Dr Svensson's responsibilities include working with public and private stakeholders to jointly develop innovative solutions for challenges in ocean affairs, such as acidification and eutrophication, and ecosystem services, including corporate ecosystem valuation. Her area of expertise includes promoting blue growth by harnessing marine opportunities such as ocean renewable technologies, aquaculture and maritime tourism, while ensuring that such economic activities are conducted with due regard to sustainability. In her work, Dr Svensson addresses the process of maritime spatial planning so as to incorporate ideals of the public good as defined from a range of political perspectives, private development interests and the physical realities of limited natural resources and fragile ecosystems. A further focus of Dr Svensson's activities is the need to tackle the nexus governance in the twenty first century, working cross borders to achieve new solutions in partnership with all relevant stakeholders. Ambassador for Corporate Social Responsibility Heading the Partnership for Global Responsibility, Ministry for Foreign Affairs, Sweden As head of the Secretariat for the Swedish Partnership for Global Responsibility, Dr Svensson was responsible for policy development and representing Sweden in the area of Corporate Social Responsibility (CSR), including human rights, anti- corruption, labour law, environmental responsibility, freedom of speech and the right to privacy. The Secretariat, a cross-cutting function within the Government Offices 1 EFTA01204678 based at the Ministry for Foreign Affairs, aims to promote and coordinate Swedish efforts to further responsible business practices. Dr Svensson integrated CSR as an important component of Swedish trade and investment promotion and development policy. This included integrating Swedish CSR perspectives in diplomatic relations with emerging economies, focusing on China, the Middle East and North Africa, so as to promote constructive dialogue. Dr Svensson's engagement with the wider international community followed a three- prong approach: in dialogue with governments, including that of China, she advocated progressive public policy work in collaboration with the business community; in contact with the private sector, she encouraged more systematic and large-scale multi-sector collaboration with government and civil society organisations; and in discussions with national and international stakeholders she sought to raise awareness and spread the application of responsible business practices. Dr Svensson was Sweden's chief negotiator during the revision of the OECD Guidelines for Multinational Enterprises. Sweden's National Expert, Sustainable Development, European Commission, Directorate-General for Trade As Sweden's National Expert, Dr Svensson contributed to policy development and represented the Commission in the area of trade and sustainable development. She led negotiations on sustainable development chapters in EU Free Trade Agreements (ASEAN, MERCOSUR), Economic Partnership Agreements and the Partnership Cooperation Agreement with China. These negotiations included multilateral environmental agreements and articles on maritime and fisheries policies. Dr Svensson was also involved in defining objectives, developing strategies and drafting texts, coordination within Commission services, and preparing and engaging in negotiations with third country representatives. In addition, Dr Svensson worked with trade and labour, trade aspects of biofuels policy and broader trade and environmental issues, including coordination with the European Parliament. Dr Svensson drafted and presented the European Commission's report on 'Combating Child Labour'. Special Advisor, International Trade Policy, Ministry for Foreign Affairs Dr Svensson was the advisor on policy development for broader trade-related climate and environmental issues at the International Trade Policy Department. Dr Svensson conducted research on climate, energy and environmental issues. Trade Department, Embassy of Sweden, Washington Dr Svensson served as a diplomat in the trade and economic section, working with export promotion, corporate social responsibility, maritime transportation and aviation issues, as well as with the Department of Homeland Security. Dr Svensson had a particular responsibility for promoting and enhancing public awareness of water and environmental issues. 2 EFTA01204679 Export Promotion and the Internal Market, Ministry for Foreign Affairs At the Department for Export Promotion and the Internal Market at the Ministry for Foreign Affairs in Stockholm, Dr Svensson assessed policy options, made recommendations, and wrote memoranda on export promotion and internal market issues. She was responsible for overseeing two government authorities, the National Board of Trade and the Swedish Board for Accreditation and Conformity Assessment. Project manager, Swedish Trade Council, New York City From 2000 to 2002, Dr Svensson was a Project Leader at the Swedish Trade Council in New York. She headed a Europe-US transatlantic energy project focusing on the effects of deregulation of the energy market, carried out research in the field of renewable energy sources and worked with top management teams in various Swedish companies. Region of Gothenburg Dr Svensson was a project manager at the development department of the City of Gothenburg, where she conducted an EU study on how regions may be able to collaborate and compete.
