My recommendation would be to not have HRC focus her health care views on the ACA itself, but to offer new ideas assuming the ACA is here to stay; talk past it so to speak so she doesn't get sucked into a debate on its merits. These fixes may be good talking points for when she's asked questions about fixes, but I wouldn't make it her affirmative agenda. I'm attaching a CAP paper just put out on our proposal to redress rising out of pocket costs for all employees (not in the ACA). As part of our middle class squeeze work we found that health care costs for individuals have risen despite national health care expenditures leveling off (e.g., deductibles have tripled in a decade); so costs have shifted from employers to employees. We have three proposals here, the main one is increased transparency to ensure employees know how much they are paying. All of this is in the paper, but the larger point I want to make is that I think HRC should try to avoid relitigating the past re: ACA and have new ideas in this space. This also has the benefit of being a regulation so that it doesn't cost the government and isn't a big spend. One of the reasons we went in this direction is because we had research showing health care costs are still a huge issue to people, despite national health expenditure reductions - I think the cost shift explains why. And probably a fighting for consumers issue. Anyway, just offering up.
