Terje, for your information & further to my confidential bullet points to you of 12
December 2013:
1. Increase in polio case: now up to 83, vs 58 in 2012; negative trend continues.
2. Frays: The pro-polio vaccination fatwa issued in Nov has, as expected, not
elicited a response by the Taliban TTP. On the other hand, after 1-2 days of
reporting by the national media, it has now been "sealed inside an envelope", in the
words of an interlocutor. It should be given far wider & continuous local coverage --
IPI should work on this angle.
3. TIT's new front against the Govt on wino: the high profile recently adopted
by Imran Khan (head of Justice Party, to whom BG wrote last May) visavis the
polio eradication campaign (he administered drops & lashed out against the TTP
for attacking health workers etc) has unfortunately had the opposite effect: while
the TTP remained silent in the face of the fativa, and the attacks on polio health
workers had decreased considerably over the summer into November, this high-
profile public positioning is like a red rag to a bull. It has set off a vicious new
cycle of bold attacks, not simply on health teams in the field -- yesterday 28
December, TTP stormed a govt hospital in Peshawar where anti-polio drops were
being given and killed the supervisor. The quiet "softening" reported earlier has
now disappeared. This opposite effect emphasizes the IPI position that polio-
related efforts by politicians MUST be discreet and low-key.
4. Govt still not focused: At the political level, and within the upper food chain,
there is still chaos and lack of focus -- this is where international efforts should be
pursued -- not in the press!
