This "innocent until proven guilty" approach is different from what you seemed to be proposing (if I understood you properly), which is essentially providing only enough for a short period and then seeing how things go before providing more. Silicon Valley operates in a similar way to NSF and NIH in this respect. SV does front load large amounts--but they don't then just walk away. For example, they gave Ben 25M, but have kept him on a short leash. If he were to screw up royally, I'm sure they would not just sit on their hands.
