I've been hearing of this issue since I've become =nvolved in Puerto Rico, though I never quite understood why those
companie= that were already in PR (with its lower costs and capable workforce) woul= necessarily leave when the tax
break ended. But also significantly contri=uting to the economic decline was/is
1) enforcement of US minimum wage=laws, driving employment underground - or just out
2) Jones Act,=severely hampering trade
3) Bloated Government costs and p=licies (overpaid, underworked, too generous pensions), and
4) We=fare/disability culture.
