<div style="display:none!important; mso-hide:all;">Good Thursday morning. The debate over immigration continues to intensify on the campaign trail, but some Republicans are trying to keep things low-key. Senator Rand Paul of Kentucky is back from Haiti and will soon head west, while Senator Marco Rubio of Florida is en route to Michigan to lay out his economic agenda. As for the Democrats, Hillary Rodham Clinton’s email remains the saga of the summer.
In the realm of scandals that the Clintons have combated over the years, the controversy over Mrs. Clinton’s use of a private email server at the State Department seems almost picayune, and comparatively easy to handle.
But the questions surrounding her use of email while she was the secretary of state have proved durable, and her allies are increasingly concerned about whether she has a political strategy to address it. Mrs. Clinton’s answers have generally stayed the same since her March news conference when the issue first surfaced: that she set up the server situation for “convenience,” that she was not breaking with the practice of her predecessors, and that she sent no classified emails. (She has since said nothing she sent was marked classified at the time.)
Yet now that the F.B.I. is investigating the security of her server, the questions persist, and Mrs. Clinton’s patience for such questions appears to be waning. At a news conference in Nevada this week, she left after under five minutes, tilting her head from side to side as Ed Henry of Fox News, pressed her on the server.
Her campaign’s press secretary, Brian Fallon, held a conference call with reporters on Wednesday, and emphasized the point that the designations for intelligence classifications are highly subjective, and that part of the issue here stems from intra-agency disagreement. Some of Mrs. Clinton’s allies agree, but the issue is costing Mrs. Clinton politically, and some of her supporters are looking to her to provide clarity — and less irritation with the topic.
Mrs. Clinton has said that no voters question her about her email practices. She has held few spontaneous events, providing limited opportunity for it to come up. But among her supporters, the questions have lingered.</div>

<h2 style="font-family: nyt-franklin, arial, helvetica, sans-serif; font-weight: bold; font-size: 18px; margin: 0 0 10px 0;">Discussing Immigration, Trump and Bush Employ an Offensive Term</h2>
<div style="font-family: georgia,times,serif; font-size: 16px; line-height: 28px;">
<p><strong>Donald J. Trump</strong> continues to overheat the Republican Party’s speech on immigration.</p>
<p>What is his latest protest against political correctness? “Anchor babies.”</p>
<p>Explaining his logic as to why birthright citizens should be deported from the United States, Mr. Trump told Fox News on Tuesday night that they might not have a legal right to live in the country.</p>
<p>“I’d much rather find out whether or not ‘<a href="http://p.nytimes.com/email/re?location=4z5Q7LhI+KWSUN43BHottOknc9oBVvM/h7z3CWPxSaPZv8oJCcB55AIEuClTygHVWedB0FiZztklehUDkscbp6RVkHc+tcqXmTJmco2OGbY=&campaign_id=7779&instance_id=61849&segment_id=76231&user_id=30a142167a399d9be2c1b7c32e192bd2®i_id=63304329">anchor babies’ </a>are citizens because a lot of people don’t think they are,” Mr. Trump said.</p>
<p>The phrase is as offensive as the word “illegals” for many immigrants who come to America.</p>
<p><a href="http://p.nytimes.com/email/re?location=4z5Q7LhI+KVBjmEgFdYACPLKh239P3pgNqvKGJMSNMACPkvepiy8Sx/BzFkUUdj7tJgv6U89XHZfAvM1R0DNBm2Z2B7RTPju2HA8t7ogNy0=&campaign_id=7779&instance_id=61849&segment_id=76231&user_id=30a142167a399d9be2c1b7c32e192bd2®i_id=63304329">In 2011</a>, it was defined by the American Heritage Dictionary as, “A child born to a noncitizen mother in a country that grants automatic citizenship to children born on its soil, especially such a child born to parents seeking to secure eventual citizenship for themselves and often other members of their family.”</p>
<p>But after protests from immigration advocacy groups who complained that the language is a demeaning slur, the dictionary labeled it as “offensive.”</p>
<p>Forced to reckon with Mr. Trump’s policies,<strong> former Gov. Jeb Bush</strong> of Florida — a moderate on immigration — echoed the phrase on Wednesday.</p>
<p>While he did not agree to a constitutional amendment ending birthright citizenship, Mr. Bush said that better border security was needed to prevent pregnant women from sneaking into the country to deliver their children.</p>
<p>“Greater enforcement so that you don’t have, you know, ‘<a href="http://p.nytimes.com/email/re?location=4z5Q7LhI+KVYELvrN1vGGsAF62Au4JnqQqWBX03i5xGGRiAePPPq3vbXSIMu2Fd/t9iZDP8WccMnfaxEUQlfDwScdzMh/hNsdXZhaIA++iPZv8oJCcB55NMo5nO9IjfLa9dD6m+HIqeSj4/IfbWjfA==&campaign_id=7779&instance_id=61849&segment_id=76231&user_id=30a142167a399d9be2c1b7c32e192bd2®i_id=63304329">anchor babies,’</a> as they’re described, coming into the country,” Mr. Bush <a href="http://p.nytimes.com/email/re?location=pMJKdIFVI6prARW9e5teBYIVXAnwPHtUIT96y3tISNom0hqFhSthMg+D1u7Yf2dC&campaign_id=7779&instance_id=61849&segment_id=76231&user_id=30a142167a399d9be2c1b7c32e192bd2®i_id=63304329">said</a> on <strong>Hugh Hewitt</strong>’s radio show.</p>
<p>Democrats pounced on Mr. Bush for using the term, suggesting that he was lurching to the right as his poll numbers have sagged. One potential opponent did not let the slur slide.</p>

The trip is part of an annual good-will tour he does that has brought him to countries <a href="http://p.nytimes.com/email/re?location=4z5Q7LhI+KUri8snyRou4e/l8HLWsQZmNyK58Y+9uhwzh/AEsc1SIze3oQBl8zGksFPaNalAa8uQsVWj9ogc4LXAvsCycWwx6ciw9xsARxowQUEeyMmtaZv/X27+ZMSSyGYci3X/HBBNOi8Gl7rvGEC4xtpt46flW2pdXpI9dPQGBqsQOXZ87p9jI5ISAscPq5DC+BJJ5QYl7DqKtmYOrlIpbQlljfa6diHfYJp8eo4=&campaign_id=7779&instance_id=61849&segment_id=76231&user_id=30a142167a399d9be2c1b7c32e192bd2®i_id=63304329">such as Guatemala</a> in the past.</p>
<p>“In the operating room, there are no politics,” Mr. Paul said <a href="http://p.nytimes.com/email/re?location=pMJKdIFVI6prARW9e5teBYIVXAnwPHtUIT96y3tISNrqr3033sCvPffnmyyGGfMe&campaign_id=7779&instance_id=61849&segment_id=76231&user_id=30a142167a399d9be2c1b7c32e192bd2®i_id=63304329">in a video from Haiti</a>.</p>
<p>He returned last night, but instead of quickly flocking to an early primary state, Mr. Paul is laying low, holding a few events in his home state of Kentucky over the weekend.</p>
<p>Then, continuing his trend of campaigning where other Republicans are not, he begins a five-day swing, not through western Iowa, but through the American West, to Alaska, Idaho, Utah, Washington and Wyoming.</p>
