In advance of that meeting, we wanted to provide you with some additional information: 1. Background on the transition Economic Team's Work: a. The transition economic team is focused on identifying the key economic issues confronting a new administration during the transition and once in office, and providing options on these issues that we hope will accelerate the new administration's decision making process. b. We are explicitly NOT making recommendations on matters such as how to prioritize between deficit reduction and investment (the role that the NEC and OMB will play in a new administration). We believe that the new President, Vice President and their team will make these choices. 2. Objectives for Friday's Meeting: a. Given the nature of our work, we will therefore seek your advice on the following broad questions: 1. Are there issues of importance that we have failed to identify? 2. Have we provided useful background information on the issues identified to date and then identified the appropriate options for addressing them? 3. Have we characterized these options in an insightful, yet balanced manner? b. To help facilitate the discussion, you will see that each topic discussed will be proceeded by a slide that outlines what we believe are the key questions where we would seek your guidance. For example, on the budget, "What should be the timing of rolling back the 2001/2003 tax cuts?" c. To be clear, we do not expect to come out of the meeting with recommendations for the next administration, but rather greater insight into how we can prepare useful briefing materials. So, on the question identified above about the timing of tax rollbacks, we are not looking for consensus around a certain date, but rather a discussion of the options and their relative merits. d. Finally, while we will present materials that by necessity contain a significant amount of technical background on certain matters, we hope to avoid having the discussion center around these technical questions (e.g., how Congress should score the TARP for budget purposes). 2. Agenda: a. At the meeting, we will cover the following topics: 1. Stimulus 2. Budget 3. Financial Markets 4. International Economics 5. Draft Post-Election Q&A a. In addition to these topics that will be addressed at the meeting, the group is also working on the following topics: 1. Labor issues 2. Credit cards 3. Legal framework for financial markets actions 3. Confidentiality: a. With my apologies in advance for stating what I am sure is obvious, the content of this meeting and the fact that it is occurring are both strictly confidential and should not be discussed with members of the press or anyone else who is not participating in the meeting. b.
