Reference Class Forecasting for Hong Kong's Major Roadworks
Projects
Reference class forecasting is a method to remove optimism bias and strategic misrepresentation
from projects and programmes. In 2012, the Hong Kong government's Development Bureau
commissioned a feasibility study on reference class forecasting in Hong Kong — a first for the Asia-
Pacific region. This study involved 25 roadwork projects, for which forecasted costs and schedules
were compared with actual outcomes. The analysis established and verified the statistical distribution
of the forecast accuracy at various stages of project development, and benchmarked the projects

The painful duality of envy: Evidence for an integrative theory
and a meta-analysis on the relation of envy and schadenfreude
Despite envy's importance as a driver of social behavior, scholars disagree on its conceptualization.
We review the literature and distinguish three incongruent theories: (a) Malicious Envy Theory (i.e.,
envy as uniform and malicious), (b) Dual Envy Theory (i.e., envy as taking on two forms, benign and
malicious), and (c) Pain Theory of Envy (i.e., envy as uniform and driven by pain). Moreover, within
and across theories, operationalizations of envy have included various different components. We
integrate these conceptualizations using a data-driven approach, deriving a comprehensive theory...

Digital Platform as a Double-Edged Sword: How to Interpret
Cultural Flows in the Platform Era
This article critically examines the main characteristics of cultural flows in the era of digital platforms.
By focusing on the increasing role of digital platforms during the Korean Wave (referring to the rapid
growth of local popular culture and its global penetration starting in the late 1990s), it first analyzes
whether digital platforms as new outlets for popular culture have changed traditional notions of
cultural flows—the forms of the export and import of popular culture mainly from Western countries
to non-Western countries. Second, it maps out whether platform-driven cultural...
