Mr. Anderson has re=iewed the artesian variance request package we sent on June 4, 2012. =he package is currently under review by others in his office, and he expect= that a decision on the variance request will be returned in the next week o= two. He suggested that the annular seal and grout above the s=reen could be modified to simplify construction. Recall that during a=phone conversation with Mr. Anderson in March 2012 we discussed t=e OSE concern with potential interaquifer exchange along the borehole annul=s in the proposed well. To address the concern, we agreed to install m=ltiple annular bentonite seals above the screen. Now that he has the f=ll hydrologic picture provided in the variance request, he agrees that a si=gle bentonite seal above the screen with Quik Grout installed in the annulu= above the bentonite (and below the cement surface seal) will be adequate t= prevent any fluid exchange along the borehole. The attached figures s=ow the original plan with multiple seals (Figure 2) and the revis=d plan with a single seal (Figure 28). The change would streamline we=l construction; bentonite seals must be left undisturbed after install=tion for one to three hours to hydrate. Eliminating two seals wo=ld save up to six hours of construction/standby time. I have a call i= to Bill Whaley to find out whether the change would reduce his estimated d=illing costs. Mr. Anderson indicates that an email to him proposing th= change would be adequate for him to incorporate it into the variance reque=t. I would also send attached Figure 2B for clarity. I recommend moving ahead with a single bentonite seal as shown in=Figure 2B to streamline well construction. Please let me know if you want t= proceed this way, or call if further discussion is needed. EFTA_R1_02061554 EFTA02699339 =div> -- Casey W. Cook, P.E.
