Health care ad spending grows; will it matter?
http://voices.washingtonpost.com/thefix/morning-fix/312-heath-care-advertising.html?wprss=thefix
By Chris Cillizza | March 12, 2010; 6:04 AM ET
1. The air wars over health care, into which both sides have already poured more than $200 million<http://www.washingtonpost.com/wp-dyn/content/article/2010/02/27/AR2010022703253.html>, are in full swing again. The latest evidence? American Future Fund, a conservative group, is spending $500,000 bashing Senate Majority Leader Harry Reid (Nev.) and Pennsylvania Sen. Arlen Specter for their expressed support for using reconciliation to pass elements of the health care bill.
The ads cast reconciliation as a "legislative trick" being employed by Democratic senators<http://www.youtube.com/watch?v=yq_fFsfnsno> because "they don't have the votes;" the ad also uses clips of Democrats defending the filibuster -- Reid described it as "a check on power [that] preserves our limited government" -- when they were the minority party in the Senate. "The hypocrisy is breathtaking," says the narrator at the close of the commercial. (AFF is already spending close to $1 million on ads in 18 Democratic-held House districts urging Members to scrap the bill and start over<http://voices.washingtonpost.com/thefix/morning-fix/38-health-care-campaign-begins-again.html>.)
Not to be outdone, Americans United, the leading spender of liberal outside groups, is plunking down a half million dollars on a series of television and radio ads on aimed at rallying African Americans behind President Obama's plan. "The special interests are marshaling their forces for one last fight to save the status quo," Obama says in the Americans United TV ad<http://www.youtube.com/watch?v=zaaY7Tbaj5A>, which is running on Black Entertainment Television. "And we just can't let that happen." A similar message is being broadcast via radio ads to African American voters in 19 cities including Cleveland, Chicago and Louisville.
These ads -- from the left and right -- come on top of a promised $10 million in ads by a coalition of business groups to oppose the health care legislation<http://voices.washingtonpost.com/44/2010/03/business-groups-plan-10m-assau.html>. But It's hard to see this strategy having any significant impact in the fight for public opinion on health care; a flooding of airwaves with political ads usually leads people to tune out all of the commercials -- a phenomenon likely exacerbated by the pure length of time that health care has been in the news. A new wave of health ads hits radio, TV
(Posted by Fredreka Schouten)
The liberal group Americans United for Change<http://www.americansunitedforchange.org/> is spending nearly $500,000 on radio and television ads, urging African-American voters to tell Congress to pass health care legislation.
The television ad, which will air nationally on BET starting Saturday, tells viewers the bill will "prevent the insurance giants from denying coverage when you're sick." A similar ad will run on the radio in more than a dozen markets, including Chicago, Cincinnati and Raleigh, the group said.
All the ads will run through Thursday. President Obama is urging Congress to have an up-or-down vote on health care legislation in the coming days. On Friday, the president delayed<http://content.usatoday.com/communities/theoval/post/2010/03/obama-delays-trip-for-health-care-talks-ap-says/1> his planned trip to Asia to remain in Washington for health care talks.
As our USA TODAY colleague Mimi Hall reported<http://www.usatoday.com/news/washington/2010-03-09-health-ads_N.htm> this week, groups opposed to the health-care revamp also are hitting the airwaves. The U.S. Chamber of Commerce plans to spend between $4 million and $10 million in 17 states to target House members who voted against an early version of the health care bill or who voted for it and have since indicated their support is wavering.

A new ad targeting African American voters features President Obama.
Washington (CNN) - President Obama is featured in a new television commercial targeting African American voters, where he is seen asking for help in pressuring Congress to approve health care reform legislation.
Americans United for Change did not inform the White House that it was using an old clip of the president speaking out on the need for health care reform. Rather, the clip was taken from his YouTube channel under legal guidelines, Americans United spokesman Jeremy Funk told CNN.
The liberal advocacy group is paying $125,000 to run the ad on Black Entertainment Television as part of a $500,000 advocacy campaign designed to convince black voters to support health care reform, Funk said.
"The special interests are marshaling their forces for one last fight to save the status quo and we can't let that happen," Obama says. "That is why I am asking you to summon the energy and commitment and the drive that has fuel this movement since day one."
A female narrator touts Obama's effort to provide affordable health care to every American in the 30 second ad <http://www.youtube.com/watch?v=zaaY7Tbaj5A> to "Call Congress to make your voice heard now."
Americans United also uses Obama's voice in a one minute ad that will run on "nationally syndicated African American radio" as well as radio stations across the country with "predominantly African American listenership," Funk said.
This ad campaign is expected run through March 18th.

PRO-REFORM GROUP LAUNCHES AD OFFENSIVE - Some frustrated Democrats had privately wondered why opponents were dominating the airways, and the message war, without any pro-reform responses. Well, reform forces are firing their first shot today with Americans United for Change launching a $500,000 radio and television ad campaign asking people to contact their lawmakers and demand reform. The ads will target African-Americans because they're trying to influence members with large black constituencies. Furthermore, health care is among the top two issues for black voters heading into the midterms and they are likely to vote, said a spokesman for the group. The TV ad will begin airing Saturday on BET and the radio ad will begin airing Monday on nationally syndicated African-American programs. Most of the local radio ads will begin airing today in: Chicago, Quad Cities, IL; Detroit, MI; Norfolk, VA; St. Louis, MO; Cincinnati, Cleveland, Toledo, Akron, OH; Charlotte, Greenville, Fayetteville, Raleigh, Wilmington, NC; Louisville, KY; Pittsburgh, PA; Binghamton, Rochester, NY. Reform supporters are expected to continue rolling out ads in an effort to match the more than $11 million expected in opposition advertising. WATCH THE TV AD<http://bit.ly/aF3xc2%20> ... *** Health-care air war heats up, part 2: Yesterday, we noted the round of health-care TV ads popping up with the finish line in sight. Well, the Democratic-leaning group Americans United for Change says it will announce today a $500,000 TV and radio campaign to motivate African-American voters in support of the health-care bill. Here's one TV ad <http://bit.ly/c8A97O> that Americans United for Change will run beginning tomorrow on BET. By the way, did anyone notice that one high-profile health business that had been considered an opponent of the president's health-care plan -- the Mayo Clinic -- is now indicating support to the new fixes?

Liberal group launches ad blitz targeting African-Americans on healthcare
By Drew Wheatley - 03/12/10 11:37 AM ET
A liberal action group launched a half-million dollar ad blitz Friday to help push Democrats across the finish line on health care reform.
Americans United for Change released ads for television and radio on urging voters to tell their representatives to support the reform bill. The ads are directed toward a predominately African-American audience.
Both ads claim reform will keep insurance rates down, create jobs by holding down health care costs and prevent sick Americans from losing coverage. They also feature clips of recent speeches by President Obama in support of the bill.
The group is spending $125,000 on a 30-second television ad will run on BET, and $145,000 on a radio spot running 60-seconds will air on nationally syndicated radio and some local stations.
AUFC will also spend $220,000 on an ad buy for the same radio ad in local, predominantly African-American markets.
Both ads will run through March 18, the date President Obama has set as a deadline for the controversial bill to be passed.

There's a new twist in the prolonged push in Washington for healthcare reform. The pro-Obama group Americans United for Change is spending about $500,000 to encourage blacks to back up their House representatives who vote for healthcare reform. <http://ad.doubleclick.net/click;h=v8/395b/0/0/%2a/b;44306;0-0;0;32635048;32414-468/648;0/0/0;;~okv=;rsi=10001;sz=468x648;tile=3;pos=xxlA;~aopt=2/1/6813/0;~sscs=%3f>
"We're officially announcing nearly half a million dollars in TV and radio ads as part of a major coalitional, homestretch ad blitz urging Congress to pass health insurance<http://www.usnews.com/articles/news/washington-whispers/2010/03/12/blacks-get-special-nudge-to-support-healthcare-reform.html##> reform," says a group spokesman. "For our part, we're encouraging predominantly African-American listeners across the country let their members of Congress know that if they stand with them and not the big insurance companies<http://www.usnews.com/articles/news/washington-whispers/2010/03/12/blacks-get-special-nudge-to-support-healthcare-reform.html##>, they will have their backs.
"There are a number of members of Congress that can use some encouragement in the homestretch that have significant African-American communities in their districts and media markets," he adds. "Also, I'm sure you saw the recent polling finding that about two thirds of black adults in four states say they are closely following news about the upcoming midterm elections<http://www.usnews.com/articles/news/washington-whispers/2010/03/12/blacks-get-special-nudge-to-support-healthcare-reform.html##>, and between 74 percent and 80 percent say they are very likely to vote, according to the poll, conducted by the nonpartisan Joint Center for Political and Economic Studies, and that the poll found that the economy<http://www.usnews.com/articles/news/washington-whispers/2010/03/12/blacks-get-special-nudge-to-support-healthcare-reform.html##> and healthcare reform are the top two issues on black voters' minds heading into the midterm election."
Black media, including minority radio, will be targeted. BET, for example, will get $125,000 to run the first ad. Watch it here<http://www.youtube.com/watch?v=zaaY7Tbaj5A> or read the ad script below:
