We understand that you will treat these lists with the same high level of confidentiality and sensitivity as the other names that have been identified. As additional names of victims and their family members are identified, they will be sent on a rolling basis. Two notes regarding the attachment. First, the document contains partial names and other identifiers where full names do not appear to be available from the source evidence. All of the names and identifiers contained therein, partial and full, should be included on the victim list. Second, although the attachment has a GX number in its file name, it was never admitted into evidence and is not a public record. Please be sure that those responsible for conducting the review of the materials and implementing the redactions understand that there is a need to be careful and thorough in order to comply with the Attorney General's directive in her February 27, 2025 letter to the FBI Director that "any public disclosure of these files will be done in a manner to protect the privacy of victims and in accordance with law." Any public disclosure of materials may implicate, among other things, the Court's protective order in U.S. v. Ghislaine Maxwell, 20 Cr. 330 (AJN), Dkt. 36 at 4-5 (S.D.N.Y. Jul. 30, 2020) ("The EFTA01649045 Government (other than in the discharge of their professional obligations in this matter) . . . [is] strictly prohibited from publicly disclosing or disseminating the identity of any victims or witnesses referenced in the Discovery" materials in the case; the Crime Victims' Rights Act, 18 U.S.C. 3771(a)(8); the Child Victims' and Child Witnesses' Rights Act, 18 U.S.C. 3509; the Privacy Act of 1974, 5 U.S.C. 552a; Federal Rule of Criminal Procedure 6(e); Model Rule of Professional Conduct 1.6 and the Commentary on Determining Authorized Disclosures; and the Attorney General's Guidelines for Victim itness Assistance. (As I mentioned to earlier today, I reached out yesterday to t ODAG and requested to discuss the review and redaction process, but I have not heard back.) The attached spreadsheet consolidates victim name lists from Sentinel entities export, provided by CACHTU, VNS export, provided by SDNY, and located by reviewers during review of case materials for redaction. Please note that this list is only accurate insofar as information was entered into Sentinel or as reported to me during the compiling of this list. Please also note that no analysis of victim dates of birth was conducted to ascertain if victims reflected as "unknown age" at time of victimization should have been listed as adults due to the amount of time given to complete this task. At the bottom of the spreadsheet, you will find tabs reflecting a master list, a "child victim list," "victim age unknown at time of crime," and "adult per Sentinel data" tabs. This information should be considered as For Official Use Only due to the sensitivity of the victim information. Finally, please note that during the consolidation of the lists I found several name discrepancies. More time and care should be given to all of the source lists before using the list as a comprehensive list for OCR recognition by RIDS. I will send all individual lists and this master separately for RIDS redaction purposes. The CACHTU list has been filtered to exclude any individuals previously identified by a review of indexed victims in Sentinel case 50D-NY-3027571. I was asked by SDNY to please remind anyone who receives this information that it should be treated with the "strictest confidentiality and sensitivity." I have also attached the full victim name export as an excel spreadsheet attached to this email. Identified minor victims are highlighted in green. The 31E-MM and 72-MM cases have no indexed victims and so the serials in those cases will also need manual review to identify any victims.
