Some Members Of The Media Are Trying To Spin Historic Steps Towards Health Reform As Setbacks - In Reality, We Are Making Major Progress Towards Reform.

Statement From David Cutler, Harvard University Economist, On Announcement Of New Savings To Finance Health Care Reform
"Vice President Biden announced today an agreement with major participants in the hospital industry that would lower hospital spending by $155 billion over the next decade. The announcement follows a similar agreement two weeks ago with the pharmaceutical industry to lower spending on prescription drugs by $80 billion, and follows up on a letter from Wal-Mart last week that endorsed an employer mandate to pay for health insurance. Many people wonder what this all means - it means three things.
"First, it shows that the savings are there for health reform. Between the savings in hospital spending and the reduction in pharmaceutical spending ($50 billion of which is projected to accrue to the federal government), health reform already has $200 billion lined up. The Congressional Budget Office estimated that savings from reducing Medicare Advantage overpayments as proposed in the House Tri-Committee bill would save an additional $155 billion and that savings in acute care spending and home health care would amount to $100 billion over the next decade. All told, this brings reasonably expected savings to about $450 billion.
"Second, it shows that additional revenues are feasible as well. Wal-Mart's endorsement of an employer mandate helps build support for that policy. Employer mandates raise anywhere from $100 to $300 billion over the next decade, depending on how they are structured, while simultaneously providing incentives for employers not to drop coverage for their workers. Additional revenue options under consideration could readily bring total new revenues to well over $400 billion.
"Third, it shows that the three sources of health care financing are being tapped: traditional program savings of the type noted above; new revenues; and savings from health care modernization.
