Cuomo's charge to the commission, which was given subpoena power, was to investigate corruption in state government, and to submit recommendations by the end of the following year. Then, on March 29, 2014, the day that Cuomo announced a budget deal with the legislature, he abruptly shut down the Moreland investigation. Bharara pounced.
