Good Monday morning, Illinois. Mayor Rahm Emanuel has gotta be feeling this one. A New York Times/Kaiser Family Foundation poll released on Friday showed 62 percent of Chicagoans disapprove of how the mayor is doing his job. Just 25 percent approved. Among blacks, the numbers are more staggering: a full 70 percent disapprove of how the mayor is running the city. Blacks also held a deep dissatisfaction with the city's public school system and were more fearful of crime and gangs than white Chicagoans.
This is a major blow to Emanuel, who is fighting to repair his image and community trust after the release of the explosive Laquan McDonald police dash-cam video last November. What's troubling for the mayor is that the poll represents recent views; it was conducted six months after the video release -- after the protests died down and after calls for his resignation have quieted.
Democratic leaders have taken notice of the mayor's plummeting numbers. llinois Playbook has learned that discussions are already underway among power players with eyes on drafting a mayoral candidate for the 2019 election. Names already surfacing as possibilities: Cook County Sheriff Tom Dart, Ald. Scott Waguespack, City Treasurer Kurt Summers, Cook County Commissioner Bridget Gainer and county commissioner Jesus "Chuy" Garcia.

SPREADING OUT THE NOISE -- "O'Hare noise plan solves some problems, creates new ones," by Chicago Tribune's Mary Wisniewski: "As early as next month, the Federal Aviation Administration is expected to test a new plan for rotating nighttime flights in and out of O'Hare International Airport, something supporters say will spread the pain of jet noise, but opponents worry will hurt the northwest suburbs. The O'Hare Noise Compatibility Commission, made up of municipalities and school districts around the airport, approved by a 45-5 vote on Friday a 'Fly Quiet' plan that will alternate which runways are used for arrivals and departures from week to week."
