As requested, here were the 2 funding proposals made by Amy Carter:
I. In Seattle, on September 11, at the close of our meeting with Amy and colleagues at the Gates
Foundation (written by Amy on whiteboard; IPI staff copied in notes):
a. General support of $1 million for immediate approval, with funding beginning in October (but
no timeline/term given);
b. Project support (polio, peace & health, and Middle East) of $4 million over 3 years (2014-16).
We asked whether 1 year (2014) was possible, and Amy said they could consider it.
2. 9 days later (September 20), by email to Andrea, proposal for different amounts and timelines for
general and project support, as follows:

I am hopeful you are well and that everything in NYC preparing for UNGA is going smoothly. We are still
looking into the possibility of whether Bill may be able to participate in your impressive event Sunday
evening.
It was a pleasure to host you and your team last week in Seattle. Thank you for making the trek out here. I
think the time was really valuable and productive; our entire team was really pleased to learn more about
IPI and your capacity and capabilities. It's going to be terrific to have you as a partner in advancing our
work and shared missions, particularly as it relates to polio.
To this end, you know the foundation's Polio team met with Bill today. Among other agenda items, we
discussed our planned grant to IPI and are pleased that Bill fully concurred with where we ended at the
conclusion of our meeting last Wednesday.
Specifically Bill agreed to the following:
Total of $5M over 3 years structured into two grants:
Grant #1 = General Operating Support (approved/ptaL ) to be spent between October 2013 —
October 2016.
As we discussed, we strongly believe this would be at least SIM, but could increase to $2.5M if you think
that would be helpful, particularly given the longer time period. Note that there will need to be some
coordination with other partners on the polio piece of this, but we can discuss the specifics when we speak
next.
Grant #2 = Project Support for Polio, as well as the Peace and Health, and Middle East work.
This would be $2.5M - S4M depending on the total for Grant #1.
The exact details of this grant still need to be discussed between our respective organizations to ensure we
strike the right balance between your existing and new initiatives (e.g. new office in Bahrain) and some of
the specific work we'd like done in polio on the analytics, particularly in Somalia where we have the
greatest current gaps.
I would anticipate that assuming we can work with you all on the proposal for grant #2 in the near future
(mid-October?) this second grant could be paid in early 2014. We will target getting you a bit more detail
on the work that we would like to see incorporated in a proposal for this work by the end of September
month.
Once you are all back in your respective home bases, please let me know couple good dates/time we can
talk about the second proposaUgrant.
Which reminds me, I have two weeks of travel coming up (Washington DC next week, back to Seattle for a
couple days and then to Ghana for about a week) so realistically, catching me the second week of October
will be best for a phone call about the second grant proposal

But that said you should not worry that my travel schedule will hold up things with the general operating
support/grant #1; we can find time to talk about that next week as you are available and Paul and other
staff can keep the paperwork moving, even in my absence. Obviously the second grant will take a bit more
time and discussion.
