style="mso-spacerun: yes;">  </span>This is the first time the Senate Interior Subcommittee approved a spending bill since June 2009. <span style="mso-spacerun: yes;"> </span>In both the House and Senate measures, funding for vital arts programs did not receive a spending increase and instead were funded at $146 million, which equals the same level of funding these programs have received since 2012.</p> <p style="margin: 0in 0in 12pt; text-indent: 0in;">During the debate in the U.S. House Appropriations Committee, Congressman Steve Israel (D-NY) highlighted the benefits of a writing program supported by the NEA which helps our returning veterans effectively address Post-Traumatic Stress (PTS) that so many of our heroes face when they return home from the battlefield.<span
