Wasn't she one of the voices against it internally? *BILL CLINTON: *What? *QUESTION: *Wasn't the First Lady initially against the concept of welfare reform? *BILL CLINTON: *Yes, because they wanted to [inaudible] food stamps and health care. And because it didn't have enough money for transportation and housing and childcare for welfare recipients. So after I vetoed the first two bills, they put the food stamps back in there, they put the healthcare back in there, guarantees. And they put much more money in for transportation and housing and healthcare. That's the-- *QUESTION: *Do you think it's unfair for her to be attacked on this issue? *BILL CLINTON: *Sure it is, but nothing's unfair in politics I guess but it's not accurate. If you look at the changes that were made, nobody ever talks about the changes we got in this negotiation. *QUESTION: *And in two subsequent iterations of this thing where you did the two vetoes. That's right. The bill got better every time. And the welfare reform, 3.5 million people went to work. I even worked to organize 20,000 employers. They hired them in. 3.5 million went to work. Remember, at the time that the bill passed, it was already legal under the old -- having nothing to do with me. For the variations in the states. It goes between like $120 a month to $650 on the continental United States. *QUESTION:* And Medicaid exploded, subsequently, right after that. *BILL CLINTON:* And I think, I think in Alaska, because it was so much more expensive to live, it was $900 a month. *QUESTION:* One last thing, how would you broadly describe the role she played as First Lady, internally, during that debate? Was she sort of a progressive force internally? Was she pushing for that? *BILL CLINTON:* Well first of all, she was mostly involved in trying to do. We were coming up toward a balanced budget vote. And she was mostly involved in trying to get the Children's Health Insurance Program passed. But-- *QUESTION:* Which is what she had done in Arkansas. *BILL CLINTON:* Right. But when she looked at it, she said, "look, I really do believe, because of Jimmy Carter..." Let me back up. This all started when Jimmy Carter was President. The first person to argue for welfare reform in our party was Robert Kennedy. So when Jimmy Carter was President, he gave six or eight states the right to do experiments. *QUESTION:* The waivers, the initial waivers. *BILL CLINTON:* We were one of them. So we saw what a difference it made, when people were able to move to work and get the support they need. And so, I asked her to look at it, and she said, "You can't sign this if they try to block grant Medicaid." *QUESTION:* She was forced internally on that, the block grant proposal? *BILL CLINTON:* Absolutely, and she said, "I really don't think there's nearly enough money for transportation and childcare." We also did some more on health. *QUESTION:* ...Experience like in 2016 compared to '08? It feels more positive to you? *BILL CLINTON:* Yes, it does, because contrary to a lot of the coverage in '08, Jim Clyburn and others who said, most African-Americans liked them both.
