Shook some hands, ordered a cup of joe, took a ton of pics and caught up with the Mayor. *Bill Clinton (@billclinton <https://twitter.com/billclinton?refsrc=email&s=11>)* 2/26/16, 12:19 PM <https://twitter.com/billclinton/status/703268156974956544?refsrc=email&s=11> Enjoyed a great cup of coffee with Mayor @SteveBenjaminSC <https://twitter.com/SteveBenjaminSC> in Columbia, SC. Thanks for your strong support of @HFA <https://twitter.com/HFA>. pic.twitter.com/MS1ysfJamM <https://t.co/MS1ysfJamM> We had a pool with us, and a HuffPo reporter that just happened to be here. Similarly to yesterday, he was asked how it felt to be in SC. WJC reiterated what he said to Politico - that he's had an amazing time here and that it feels great to be out on the trail. We then drove to Aiken, where he did a GOTV event. Readout below. *HFA GOTV Event || Aiken High School; Aiken, SC || OPEN PRESS * *Ropeline* No issues. *Color | New | Flags * Used his America whole again line. Joked that he watched the debate last night, and that for a second there he thought it was going to be a three way boxing match. Repeated the claim that CVC learned to ride a bicycle here. Said the GOP has been working hard to bring HRC's numbers down for three years. *Remarks* Framed the election. Identified the barriers that are holding America back, preventing some from being part of the pretty picture President Obama painted during the SOTU. Infrastructure, job creation, health care, college affordability, prescription drug and heroin abuse, prison reform, police reform, the VA, gun safety, the Supreme Court, and the demonization of Muslims. Moved on to all the things HRC has accomplished. Closed by articulating how special SC is to him and HRC, and pointed out HRC's work here. Said CVC learned to ride a bike here in SC. (Yay!). Used his *America never stopped being great, we just need to make it whole again* line. Said the tax code should be set up to where companies will take care of their workers. Said he's sick of seeing "movies" on the evening news that look like mad gangster films. Re Citizens United, said everyone should give money out in the open. *Remarks* Started by giving the crowd a little bit of HRC's history with the state - i.e.: working for the Children's Defense Fund. Framed the election (SOTU). Move on to the issues/barriers, and covered: paid leave, the economy, infrastructure, broadband, clean energy, job creation, shared profitability, colleague affordability, health care, prison reform, police reform, gun safety, and Supreme Court. Covered her record. Closed with Flint. Re immigration, said Trump is shooting at the wrong target. That there's been zero in net migration from Mexico these past 5 years. Said the Federal Government making money off of college loans is disgraceful. Said America will never become what it ought to be until we have police reform. Claimed 12-15 members of Congress lost their seats after having voted for background checks. *Remarks* Framed the election (SOTU, etc.). Moved on to the economy, said Obama deserves more credit that he's gotten & argued people faired better in the 90s than they did under Reagan. Followed that by focusing on the issues, including: infrastructure, broadband access, manufacturing, Dodd-Frank, health care, college affordability, shared profitability, prison reform, police reform, gun safety, immigration, and Supreme Court. He covered HRC's record. And argued she's the best change maker he's ever known. And, closed with Flint. His comments yesterday on welfare reform? *BILL CLINTON:* [Off-mic] *QUESTION: *Just him saying that it was tough on the weak and the poor. *BILL CLINTON: *When I was president, African-American poverty was at an all-time low. Median incomes for African-Americans were higher than any other ethnic group. And, thanks to the background check law, we had a 46 year low in homicide deaths and a record number of African-American businesses. It did more harm than good. Now what happened. Wait a minute -- more good than harm, excuse me. Way more good than harm. Later, we moved away from one of the fundamental commitments, which was that the states would always get the same amount of money they got in February of '94 when welfare rolls were at an all-time high, even though they were 60 [inaudible] the same amount of money. And as I have said, what happened was the people who still needed some assistance didn't get it. We were able to restore virtually all the cuts to legal immigrants that the Republicans demanded. We kept the guarantee of [inaudible] and healthcare. But we need, the law needs to be changed to help the poorest of the poor. But there were way more beneficials. If you look at how much -- we moved 100 times as many people out of poverty as moved out under Reagan. Poverty went up under both Bushes. So there's no question that it did far more good than harm and there's no question that subsequent events showed that it needs some improvement. *QUESTION: *Mr. President, didn't the First Lady actually initially oppose the first welfare reform proposal initially inside the White House? Wasn't she one of the voices against it internally? *BILL CLINTON: *What? *QUESTION: *Wasn't the First Lady initially against the concept of welfare reform? *BILL CLINTON: *Yes, because they wanted to [inaudible] food stamps and health care. And because it didn't have enough money for transportation and housing and childcare for welfare recipients. So after I vetoed the first two bills, they put the food stamps back in there, they put the healthcare back in there, guarantees. And they put much more money in for transportation and housing and healthcare. That's the-- *QUESTION: *Do you think it's unfair for her to be attacked on this issue? *BILL CLINTON: *Sure it is, but nothing's unfair in politics I guess but it's not accurate. If you look at the changes that were made, nobody ever talks about the changes we got in this negotiation. *QUESTION: *And in two subsequent iterations of this thing where you did the two vetoes. That's right. The bill got better every time. And the welfare reform, 3.5 million people went to work. I even worked to organize 20,000 employers. They hired them in. 3.5 million went to work. Then, when the mini-tech recession happened-- *QUESTION: *Of course. *BILL CLINTON: *In the first six months of 2001? *QUESTION: *Yes. *BILL CLINTON: *Later a study was done that showed the people who moved from welfare to work were slightly less likely to be laid off than people in the general population. *QUESTION: *Because of the job training and stuff, [inaudible]. *BILL CLINTON: *Right, so I still believe, I'll give you an example: the guy that thought I was wrong: David Ellwood, went back to the Kennedy School, had me up there and spoke, said, "I thought he was wrong. He was right and I was wrong." It did far more good than harm. But we do have to do something for the really poor people who couldn't transition to work in these states where they got rid of the cash benefit all together. *BILL CLINTON: *He couldn't transition to work in the states where they got rid of the cash benefit altogether. Remember, at the time that the bill passed, it was already legal under the old -- having nothing to do with me. For the variations in the states. It goes between like $120 a month to $650 on the continental United States. *QUESTION:* And Medicaid exploded, subsequently, right after that. *BILL CLINTON:* And I think, I think in Alaska, because it was so much more expensive to live, it was $900 a month. *QUESTION:* One last thing, how would you broadly describe the role she played as First Lady, internally, during that debate? Was she sort of a progressive force internally? Was she pushing for that? *BILL CLINTON:* Well first of all, she was mostly involved in trying to do. We were coming up toward a balanced budget vote. And she was mostly involved in trying to get the Children's Health Insurance Program passed. But-- *QUESTION:* Which is what she had done in Arkansas. *BILL CLINTON:* Right. But when she looked at it, she said, "look, I really do believe, because of Jimmy Carter..." Let me back up. This all started when Jimmy Carter was President. The first person to argue for welfare reform in our party was Robert Kennedy. So when Jimmy Carter was President, he gave six or eight states the right to do experiments. *QUESTION:* The waivers, the initial waivers. *BILL CLINTON:* We were one of them. So we saw what a difference it made, when people were able to move to work and get the support they need. And so, I asked her to look at it, and she said, "You can't sign this if they try to block grant Medicaid." *QUESTION:* She was forced internally on that, the block grant proposal? *BILL CLINTON:* Absolutely, and she said, "I really don't think there's nearly enough money for transportation and childcare." We also did some more on health. *QUESTION:* ...Experience like in 2016 compared to '08? It feels more positive to you? *BILL CLINTON:* Yes, it does, because contrary to a lot of the coverage in '08, Jim Clyburn and others who said, most African-Americans liked them both. But once he won Iowa, as I said here to a public meeting, he had a real chance to win and it was too hard to walk away from and I said, if he did win I would do everything I could to help him win the election. Saturday night, you remember that? *QUESTION:* Yes! *BILL CLINTON: *Saturday night before the election. So that kind of got lost in translation somewhere along the way. *QUESTION: *Not this time. *BILL CLINTON:* I feel good, so it feels good. It feels like home. *BILL CLINTON:* And it feels good for her. When she was here with the mothers of those victims, I thought in some ways this may be the most moving thing that's happened in the campaign except for that little girl who was a DREAMer who came up to her. It's wonderful. He was asked if he had any reaction to Sanders' attacks on Welfare Reform. WJC did a pretty good job of articulating what his record actually is, and ignored Sanders entirely. Follow up was about wether or not it was fair for folks to go after HRC using his record. WJC said that while everything is fair in politics, the attacks aren't accurate. He was asked how much of a force HRC was as FLOTUS on welfare reform, WJC sidestepped a little bit and praised her for her efforts on health care for children. Lastly, he was asked about the differences between 08 and now. He said he's enjoying himself and pointed out that he said back then that he'd do everything he could on behalf of Obama. Expanded a little bit, suggesting that building a wall around our country won't make it whole again. Said that one of the greatest tragedies of the crash that couldn't be fixed before, but that we can fix now, is the fact that we dropped from the top ten in business formation. Said not every solution is perfect, and pointed out that while Dodd-Frank is one of Obama's signature accomplishments, it didn't do enough to combat shadow banking. Stressed that we need to enforce trade laws. Said he like Scalia because he never pretended to be something he wasn't. That you always knew when he was coming after you. *Remarks * Started by pointing out that this should be the most peaceful, interesting and prosperous time in history. But, that it depends on what we do and how we do it. And, moved on to frame the election (SOTU). Reiterated that America is incredibly well-positioned to face the future, identifying it as the pretty picture that President Obama painted during his speech. And stressed that HRC is running for President to put everyone in that picture. He then moved on to the issues, including: infrastructure, clean energy, Dodd-Frank, the importance of small business loans, manufacturing, paid leave, equal pay, college aid and college affordability, health care, prison reform, police reform, prescription drug and heroin abuse, access to broadband, gun safety, and Supreme Court decisions (and the appointment). Moved on the talk about her record as a private citizen and as a public servant. Closed strong with Flint.
