As the Assistant Administrator of the U.S. Agency for International Development 1993-1999 for Latin America and the Caribbean, he oversaw the post conflict reconstruction programs in Central America and coordinated the response to Hurricane Mitch. He led U.S. delegations to donor conferences for El Salvador, Guatemala, Central America, Andean countries and Haiti, led or participated in election monitoring in El Salvador, Guatemala, Haiti, Nicaragua and Bolivia and headed U.S. delegations to OAS, IDB and ECLAC conferences. From 1981 to 1993, he was Chief of the Office of Analysis and Strategic Planning at the Pan American Health Organization/World Health Organization. He was the Principal Deputy Assistant Secretary of State for Human Rights and Humanitarian Affairs from 1977-1979 and a foreign policy advisor to Senator Edward M. Kennedy 1970-76.0. Amb. James F. Dobbins has held various State Department and White House posts, including assistant secretary of state for Europe, special assistant to the president for the Western Hemisphere, special adviser to the president and secretary of state for the Balkans, and ambassador to the European Community.
