General Alejandro Andrade, head of Venezuela's finances and treasury and also one of Chavez closest friends. 9. Yuchi Cen, rep of the Chinese Gov't in Venezuela in charge of all bilateral agreements. This is just an idea...of the most important people in the country both in the private and Gov't secotr "movers and shakers".
