NOEL was indicted on 5 counts of Title 18, United States Code, Sections 1001(a)(3) and 2 (False Records) and 1 count of Title 18, United States Code, section 371 (Conspiracy). THOMAS was indicted on 3 counts of Title 18, United States Code, Sections 1001(a)(3) and 2 and 1 count of Title 18, United States Code, section 371.
