Dr. Jarecki and Mr. Breyer recommended that I write to you directly in connection with Mr. Breyer's note about
me, below. My name is Lou O'Neill and I worked on the Obama campaign in six states over the course of a
year, culminating in Virginia, where as Assistant to the State Leadership, I helped orchestrate our victory there.
I was also an active member of the Obama Russia/Eurasia policy team during the campaign.
Before joining the campaign, I was OSCE Ambassador and Head of Mission to Moldova, where I ran a 60-
person, three-office diplomatic effort to resolve the Transnistrian conflict. I was also Secretary of State Colin
Powell's White House Fellow and subsequently worked on the Policy Planning Staff at State. Before the non-
partisan White House Fellowship I was an organized- and financial-crimes prosecutor for Mr. Morgenthau in
the Manhattan DA's Office and am an honors graduate of Harvard Law School and Stanford. I speak three
languages and also have extensive private-sector experience.
As I know how busy you are, I will keep this note short, and simply attach a resume and two letters of
recommendation for your reference. I am very keen to continue serving and would be grateful if you could, at
a convenient moment, have a look and perhaps, as Mr. Breyer suggested, also pass my information on to
appropriate colleagues.

I wanted to introduce you to Dr. Henry Jarecki. Dr. Jarecki is one of America's great
and most successful entrepreneurs having started amongst other companies Iron Mountain,
MoviePhone, and a highly successful trading house. Dr. Jarecki is an active social
philanthropist working on projects with George Soros amongst others. Dr. Jarecki takes
an interest in helping young entrepreneurs and is one of our closest advisors.
Dr. Jarecki was wondering if you might happen to have any suggestions for a talented
former employee of his, a lawyer whose goal is to work for the current administration
(he has experience in the White House and resume available on request). He volunteered
for over a year on the Obama campaign and is sure to be an outstanding and talented
individual since that is what Dr. Jarecki will attest. Dr. Jarecki referred an
