FIRST STEP FREEDOM LLC
First Step Freedom is a management company that has been established to commercialise the counselling
services of the International Police and Fire Chaplains Association and deliver a solution to the American
justice system that is currently failing to supply quality counselling for court ordered anger related
rehabilitation sessions.
The IPFCA is an association founded in 1999 and has over 500 trained counsellors who are chaplains, most of
whom have had a background in law enforcement. The IPFCA is held in high regard by judges and police
departments especially in Michigan and North Carolina. There are also chaplains throughout the United
States of America.

First step freedom ( FSF ) is an LLC established in Michigan to manage and commercialise the IPFCA.
The Goal:
First Step Freedom with the IPFCA will utilise it's contacts with judges and probation officers to enact a viable
solution to the huge problem with anger related crimes which are currently on epidemic proportions in
Michigan and other areas of the United States. The goal includes to give these offenders counselling, hope and
after service support.
FSF with the IPFCA already have several locations in the Detroit region which have been given to us free of
charge by a supportive network of church offices. These locations will expand to fulfil two things:
1) Locations in areas where there is a high rate of sentencing for anger management.
2) Convenience for the offender.
As an example, a senior judge in Monroe, a small city in Michigan, sentences over 500 people per year for
anger related crimes. Four more of his junior judges sentence the same number, each, every year . There is a
distinct realisation that prisons are full, the system does not work and there is a large burden on the tax payer.
FSF and the IPFCA provides a transformative solution to the burden currently imposed upon the judicial
system.
The Structure:
The group counselling sessions will be court mandated and the offender will be charged $60 dollars per hour,
per person, in a group of no more than 25 people. On average, each person is sentenced to 20 hours over a

course of 20 weeks.
This again is court mandated and will be paid directly to First Step Freedom LLC by each individual who
attends the group sessions.
If they fail to pay, or do not attend, this will be reported to their probation officer and the normal procedure is
that they will get fined or be sentenced to a term in jail.
Please note that the fees that are being charged by FSF and the IPFCA do not get shared in any way
whatsoever with the courts.
There will be free After-Service support once the individuals have finished their course of counselling sessions
that will last for 30 days.
It is planned that the IPFCA counsellors will be paid a one-off fee of $50 per group session.
At the present time the focus is solely on Michigan and North Carolina. In the future this program can be
rolled out to other states where a network of IPFCA chaplains already exist.
The conservative goal is to have 200 people per month attending the sessions in various locations to begin
with.
We have been told by senior individuals in the community that it will be more than possible to potentially
reach a level of 2000 people per month in one years time.
Competition:
Competition for FSF in Michigan is mostly made up of couples who have got into this business to make extra
income, many of them do not have the experience or the scale that the IPFCA and FSF can provide. In
addition there are many counties in Michigan and North Carolina who do not have a professional service in
place.
Equity:
It has been decided by the owners of First Step Freedom to release a small amount of equity to interested
parties. Details of which can be discussed.
( Please note that the IPFCA/FSF are in discussions with the Children's Center of Detroit that at a future date a
percentage of our revenue will be donated to the center as FSF/IPFCA wish to be contributing back to society
and the local community.)
