The key issue is the GVI and the people of the VI are the owners of the submerged lands. Construction in them is not a matter of right. I would rather try to get the dock across from LSJ approved because of proximity and the barge landing in the north. The dock in Christmas Cove seems like a stretch. Besides, every Tom, Dick, and Harry will try to use it.
