Re: The Transitional National Council of Libya - Humanitarian Aid
Dear Jeffrey:
To recap our conversation moments ago, thanks for coming to the June 15, 2011
reception hosted by HRH Sheikh Fahad al Salem al Ali al Sabah and the Fahad al
Salem Center at United Nations in support of the Transitional National Council
("TNC") and the people of Libya who are fighting for their self determination after 42
years of tyranny at the hands of Muammar Qaddafi. As of 25 June 2011, twenty-two
countries have already recognized the National Transitional Council as the sole
legitimate representative body of Libya, with more joining every week. The list
includes: France, Qatar, Italy, Kuwait, Maldives, Senegal, Jordan, The Gambia,
Spain, Australia, UAE, Canada, Panama, Austria, Germany, United Kingdom, Russia
and the United States. Although Libya is currently in the midst of a civil war, the
overwhelming consensus is that it is inevitable that Qaddafi will be removed. The
tragedy is that during this period the entire population is suffering as tens of thousands
are fleeing the areas of conflict each week. As such, there is an opportunity to both do
something noble and place ourselves ahead of the queue, when the TNC begins the
rebuilding of the country.
As you know Libya is a rich country, with more than US$150 billion in cash and
assets residing outside of the country; of this, $80 billion is already frozen around the
world and more than $30 billion is frozen in the US. With a small population of
approximately six million people, together with huge crude oil and national gas
reserves, the World Bank defines Libya as an 'Upper Middle Income Economy' and in
the 1980s its GDP per capita was higher than Italy, Singapore, South Korea, Spain
and New Zealand. Therefore, with prudent management and financial responsibility,
there is no reason that Libya can't return to its position as the #1 GDP per capita
economy on the African Continent and one of the strongest in the world.
Today, the TNC and the Libyan people are in desperate need of humanitarian aid,
requiring food, water, gasoline and diesel fuel, medicines, medical equipment, staff,
trucks, temporary housing, tents, cots, blankets, temporary toilets, etc and cash. The
TNC has offered to collateralize this aid with sovereign guarantees, crude oil or any
other collateral that it can give. Additionally, it needs assistance to access and obtain
release of some, and eventually all, of the frozen assets, as well as locating the more
than $100 billion of assets taken by Qaddafi, his family, associates and others who
were on the payroll or were given sweetheart deals at the expense of the country.
Going forward, the TNC plans to immediately embark (spending an estimate $100
billion initially) on rebuilding the country.

As a follow up to my meetings with representatives from the TNC who traveled to
NYC for our meetings with the UN last week, I will be traveling to Benghazi in early
July to meet with the President, Ministers of Finance, Energy to secure mandates from
the government to pay for humanitarian aid, collateralized by TNC's IOUs, as well the
authority to get the frozen funds released so that the TNC can buy the aforementioned
desperately needed humanitarian items, in addition going after the $100 plus billion
stolen by Qaddafi, family, friends and associates. But the real business opportunities
are in assisting the new government in rebuilding the country. As such, I would like
your help in identifying companies who might be interested in exploring these
opportunities and participate in the rebuilding of the country.
Also, the international oil giant TotaUAlf have set the precedent of providing Libya
with gasoline, diesel fuel and other petroleum products in humanitarian aid and is
accepting sovereign guarantees (crude oil & cash) from the TNC
I have also been asked by the TNC to help them gain access to the more than US$80
billion in cash and other assets frozen outside of Libya, so that they can be used to
alleviate the current pain suffering of the Libyan people and other refugees.
Needless to say, if we are successful in helping the TNC secure humanitarian aid and
identify and gain access to the frozen and stolen funds/assets, we will be in the
position of being their go-to guys in their rebuilding of their country.
Attached, please find background on the TNC, Libya and the current state of affairs to
get you started. Lets speak tomorrow as time is of the essence.
