iCloud Photo Library stores high resolution versions of the photos on Apple's servers.
Each of the devices (iMacs & iPhone, etc) that have iCPL active have a setting for "Storing Originals" on the
device or "Optimizing Storage".
Storing originals keeps a high res copy of all the photos on that device; optimizing keeps lower resolution
versions on the device unless you're low on space, when it will keep tiny thumbnails and download the larger
versions as needed.
If you delete the photo on your iPhone (or Mac or any other device) it goes into a "recently deleted" album,
where it is permanently deleted -- from all devices and servers -- after 30 days.
(You can manually delete photos from the recently deleted album within that 30 days and it will immediately
purge them.)
In other words:
- Optimize Storage to save space, &
- deleting deletes everywhere.
