Early in the 1990s the Bureau of Land Management let a number of oil/gas leases which, to date, have not been exploited. Although the Forest Service had performed an EIS analysis for the WRNF as a whole, BLM did not perform an EIS required by law before it approved the leases. Last spring (2013) BLM suspended the drilling rights to give time for it to conduct the legally mandated EIS analysis and to give interested parties opportunity to try to agree on a solution that will prevent any further extraction in the TD. Senator Bennett has introduced a bill , co-sponsored by Senator Udall, that would bar extraction under certain conditions. And Governor Hickenlooper has publicly urged affected parties to reach an agreement to cease extraction. On 8 November 2013, we met with and briefed Pete Rouse and Dan Utech, on the situation.
