Panelists will explore how racial inequalities are directly affecting health outcomes for poor and marginalized communities across the U.S., how these inequalities are specifically affecting young people and what some cities are doing to try and combat these inequalities through community empowerment among other topics. Panelists will include: Georges C. Benjamin, MD, is well-known as a health leader, practitioner and administrator. Benjamin has served as the executive director of the American Public Health Association, the nation's oldest and largest organization of public health professionals, since December 2002. He came to that post from his position as secretary of the Maryland Department of Health and Mental Hygiene. Benjamin became secretary of health in Maryland in April 1999, following four years as its deputy secretary for public health services. As secretary, Benjamin oversaw the expansion and improvement in the state’s Medicaid program as well as a range of state health regulatory and public health programs. Dr. Benjamin is a graduate of the Illinois Institute of Technology and the University Of Illinois College Of Medicine. He is board-certified in internal medicine, a Master of the American College of Physicians, a fellow of the National Academy of Public Administration and a fellow emeritus of the American College of Emergency Physicians, He holds honorary fellowships in two distinguished British public health societies: the Royal Society of Public Health and the Faculty of Public Health both in Britain. At APHA, Benjamin also serves as publisher of the nonprofit's monthly publication, The Nation's Health, the association's official newspaper, and the American Journal of Public Health, the profession’s premier scientific publication. He is the author of more than 100 scientific articles and book chapters. Benjamin also serves on several boards such as Research!America, the University of Maryland Medical System and, the Reagan-Udall Foundation. He is a member of the National Academy of Medicine. Dr. Alfiee M. Breland-Noble is Director of The AAKOMA (African American Knowledge Optimized for Mindfully-Healthy Adolescents) Project and Associate Professor of Psychiatry at the Georgetown University Medical Center. She is an adolescent and child psychologist and researcher in academic medicine with a strong 10+ year track record of external and federal research funding. She is a recognized expert in adolescent depression and racial disparities in mental health as evidenced by her appointments to the American Psychological Association Treatment Guideline Development Panel for Depression Across the Lifespan and the Patient Centered Outcomes Research Institute (PCORI), Addressing Disparities National Advisory Panel (to which she was elected from over 1000 applicants nationwide). In October 2014, she was recognized as the first psychologist to receive the Jeanne Spurlock Lecture and Award for Culture and Diversity from the American Academy of Child and Adolescent Psychiatry (AACAP) which recognizes stellar achievements by senior scholars invested in the mental health of racially diverse youth and families and persons with a commitment to recruiting racially diverse persons into the field of child and adolescent psychiatry. Dr. Breland-Noble is recognized as a highly skilled clinical researcher with the unique ability to translate complex scientific concepts for lay audiences and adeptness in bridging the “town-gown” divide in the clinical research arena. Her research and clinical expertise include: reducing mental health disparities for African American and diverse adolescents; depression treatment engagement in diverse adolescents; expert clinical care for depressed and anxious African American youth and young adults, mental health stigma reduction in diverse populations, health equity in community based suicide prevention and Community Based Participatory Research (CBPR) with a specific focus on Faith Based Mental Health Promotion. Dr James W. Buehler, MD, is Health Commissioner for the City of Philadelphia, where he leads the Philadelphia Department of Public Health (PDPH) in achieving its mission “to protect and promote the health of all Philadelphians and to provide a safety net for the most vulnerable.” PDPH programs and services address infectious and chronic diseases, maternal and child health, environmental health, air quality, and food protection. In addition, PDPH operates 8 primary care clinics, sexually transmitted disease and tuberculosis clinics, the public health laboratory, and the city’s medical examiner’s office. Before joining the Department of Public Health in 2014, Dr. Buehler was a Professor in the Department of Health Management and Policy at the Drexel University School of Public Health. Previously, Dr. Buehler served as a Commissioned Officer in the U.S. Public Health Service at Centers for Disease Control and Prevention for over 20 years and as a member of the faculty of the Rollins School of Public Health at Emory University, both in Atlanta. 2015 O’Neill Institute for National and Global Health Law Colloquium The purpose of the Colloquium is to engage leading experts, Georgetown Law students and faculty, and interested members of the public in an enriching dialogue surrounding current and pressing issues in global health law, policy and governance.
