By Marc Caputo ([email protected]; @MarcACaputo) with Ali Breland ([email protected]; @AliBreland) and the staff of POLITICO Florida
Good Wednesday morning. Lots of news....
'MEL THE MOOCHER' -- "Medical marijuana leader blasts opponent as 'Mel the Moocher'," by POLITICO Florida's Marc Caputo: Morgan, who has spent $7 million of his own money to legalize medical cannabis, called out Mel Sembler after the anti-drug crusader last week pledged to begin a fundraising drive to defeat the proposed constitutional amendment. Florida voters will decide the issue in November.
--"I don't think Mel Sembler has any money. Why does he not write a check for $10 mil? It's his cause. Step up big boy & match my $7MM," Morgan tweeted.
--"Unless you're broke, Mel ... I dare you. Moochers are pathetic" Morgan wrote in a follow-up.... Morgan ... pointed out that Sembler founded a string of drug abuse treatment centers, STRAIGHT Inc., which were accused of "torturing" teens in the name of clean living.
--"I have a @realDonaldTrump name for Mr. Sembler... Mel the Moocher!!" Morgan tweeted. "If you can't run with the big dogs keep your ass on the porch!" http://go.politicoemail.com/?qs=fe73a8129d366c9e292d82bb6e8bae6f3104b8323249c0497fde2e63060c3384
MARCO'S MAN - Sen. Marco Rubio hasn't formally endorsed a successor, but it's clear who his mind and money are with: Lt. Gov. Carlos Lopez-Cantera, a family friend. On Tuesday, May 17 at noon at the NRSC in Washington, Rubio headlines a fundraiser for Lopez-Cantera's U.S. Senate campaign.
--Florida Playbook readers might remember when Rubio non-endorsed-endorsed Lopez-Cantera in January when he said at a Miami event, "I want to introduce you to a really good friend of mine and someone who could very well be - thanks to [and] with your cooperation - he could be the next Senator from Florida taking the position that I'm going to leave because I'm going to be president. His name is [Lt. Gov.] Carlos Lopez-Cantera." http://go.politicoemail.com/?qs=fe73a8129d366c9ec1e8b04e86f9a401a5fd7c6725747ab3f45631726c736de0
MARCO'S MEXICAN MYSTERY -- "Rubio vs. Flake on Mexican ambassador nominee," by POLITICO's Seung Min Kim: "It should be incomprehensible to anyone around the country to have a post of a top diplomat - one of our most important bilateral relations - open for this long," [Arizona Sen. Jeff] Flake said on the floor. He, like other key border-state Senate Republicans, has been a strong advocate of confirming Jacobson. After Flake asked for unanimous consent to set up floor votes on her confirmation, Rubio objected.
"I have a question about the policies Mrs. Jacobson has pursued," Rubio said. "I have had conversations with the administration and others like [Senate Foreign Relations Committee Chairman Bob] Corker about those concerns, and I remain hopeful that we can find a way to resolve this issue in the very near future." http://go.politicoemail.com/?qs=fe73a8129d366c9e5be394415f7806852ff3133919f578772333f7f578f026ea
RUBIO AS KING-KILLER? -- "Is Marco Rubio the key to Donald Trump's demise?" by New York Post's Carl Campanile: http://go.politicoemail.com/?qs=fe73a8129d366c9e64ffae2c525fe74166ba726d26a4fce1d0cd61cc3392e197
ACTUALLY, NO --The above story is worth reading for some of the analysis and a colorful quote: "Little Marco isn't so little anymore." But the answer to the headline's question is "no." The real key to Trump's demise is 1) Trump, if he somehow implodes (unlikely, especially after last night's five-state sweep) and 2) Ted Cruz. The Texas senator is the only GOP candidate who can muster enough delegates to mount a longshot bid to unseat Trump at a contested convention. But winning begets winning. And losing begets losing. And if the trends and polls hold, Trump is looking as if he's likely to get the requisite 1,237 delegates after California votes in June. There's time, and trends change.
But Trump is looking like a safer bet.
STONE ZONE -- "Roger Stone Planning 'Massive, Peaceful, Nonviolent Protest' at RNC," by Mediaite's Sam Resiman: "Speaking to radio host Joe Piscopo Monday morning on AM 970 The Answer, Trump ally Roger Stone touted his plan to lead a 'largest outdoor massive, peaceful, nonviolent protest in Cleveland history' at the Republican National Convention this July. 'What happens outside the convention is just as important as what happens inside,' Stone said. 'Our votes matter.'" http://go.politicoemail.com/?qs=fe73a8129d366c9e025e80f6215f9ec1e3e0b6da8449db56e91299ee9a9e2d97
--so @RogerJStoneJr indirectly helps @tedcruz fundraise off of this, and the latter helps the former boost the former's name ID in a fundraising pitch. Symbiosis http://go.politicoemail.com/?qs=fe73a8129d366c9e72ac444c4fd4f4a83f39ff783fcdcb4eea70deae0ad882e9
BERUFF'S BAN -- "U.S. Senate candidate wants ban on Middle East immigrants, except Israel," by POLITICO Florida's Marc Caputo: Political newcomer and U.S. Senate candidate Carlos Beruff is calling for a ban on Middle East immigrants, except for those from Israel. ... In Florida's upcoming senate GOP primary, the March 15 presidential primary results suggest that taking a Trump-like hardline on the Middle East and immigration is good politics. Exit polls showed that 64 percent of Republican voters in the presidential primary favored Trump's call for a temporary ban on Muslims entering the U.S. Only 26 opposed it. Trump also carried Broward County, the second-most populous in Florida, with
nearly 54,000 votes, about half the ballots cast there. http://go.politicoemail.com/?qs=fe73a8129d366c9e3fe3b58489771d5e7115ad62499e49e96339a670001a6f3e
RUMOR HAS IT -- "Jolly campaign says he's not getting out of Senate race," by POLITICO Florida's Matt Dixon: http://go.politicoemail.com/?qs=fe73a8129d366c9e64d803d190b9c583dcd4598c626cac29544ca43da5a4da43
'HEY PUERTO RICO F... YOU, PAY ME' -- @ProPublica: "You might have watched @iamjohnoliver discussing Puerto Rico's debt crisis this weekend. If not, you should:" http://go.politicoemail.com/?qs=fe73a8129d366c9e74c0b55a8c4fa9a1d27631b07e62be31c459cee6269b096c
FLORIDA TROUBLE - In Oliver's report above, among the many troubling points is this: one in five people in Puerto Rico could become infected with Zika (of 450 confirmed cases so far). This wasn't in Oliver's report, but considering that as many as 1,000 Puerto Rican families are moving to Florida monthly, it's a recipe for an epidemic here. Zika isn't just spread by mosquitos. It can be sexually transmitted as well.
PUERTO RICO KARMA - Oliver, like others, makes a good case that hedge-fund interests are preventing Puerto Rico from declaring bankruptcy - and that it's Republicans who are doing their bidding on Capitol Hill. Now this is speculation and lots of "ifs," but:
--1. If Republicans are ultimately to blame for blocking Puerto Rico's bankruptcy restructuring and
--2. if that causes Puerto Rico's economy to continue to deteriorate and
--3. if that economic trouble makes more Puerto Ricans flee to Florida (1,000 families monthly), and
--4. if Puerto Ricans continue to disproportionately vote Democrat in Florida,
--5. then Republicans are running the risk of making the largest swing state in the nation more reliably Democratic.

INSURANCE DRAMA -- "Cabinet to interview 2 more for insurance commissioner," by POLITICO Florida's Christine Sexton: With Gov. Rick Scott and Chief Financial Officer Jeff Atwater at loggerheads over who will be the state's next insurance commissioner, the Florida Cabinet will meet again Friday to interview two more potential candidates to replace Kevin McCarty, who is stepping down May 2. Scott called Friday's meeting to interview Rich Robleto and David Altmaier, both of whom are deputy insurance commissioners at the Office of Insurance Regulation. The governor interviewed both men last Friday. Robleto has expertise in health insurance while Altmaier's experience is in property insurance.

UNQUALIFIED? --Here's Why Florida's CFO won't accept Jeffrey Bragg as the new insurance commissioner," by Tampa Times's Jeremy Wallace: "Atwater said he is just not certain that the man Gov. Rick Scott is committed to for the job has the right background for the post [and] told reporters that he doesn't know if Pinellas County resident Jeffrey Bragg has the required private sector experience or regulatory experience to even legally hold the position of Florida Insurance Commissioner." http://go.politicoemail.com/?qs=fe73a8129d366c9e59dab1794729f2a11afa1e9c064dfe4e65be072b311fd1a4
MORE UNQUALIFIED? -- "Fla. insurance chief finalist: Bankruptcy with $6 cash 'bump in life'," by Palm Beach Post's Charles Elmore: One of four finalists for Florida insurance commissioner set to appear before the state Cabinet Tuesday filed for personal bankruptcy in 2005 with $6 cash on hand, months before joining his current employer, public records reviewed by The Palm Beach Post show. Ray Blacklidge told the newspaper over the weekend he has not been asked about that in interviews with Cabinet officials so far, but he did not mind addressing it. http://go.politicoemail.com/?qs=fe73a8129d366c9ec0718d5c81d7f5a3f4fd435fcc3b0a67828df285e11d7092

ONE LAST CHANCE -- "Brown appeals redistricting ruling to U.S. Supreme Court," by POLITICO Florida's Matt Dixon: U.S. Rep. Corrine Brown is taking the case to save her current congressional seat to the nation's highest court. On Monday, Brown, a Democrat from Jacksonville, appealed an April 18 ruling from the U.S. District Court for the Northern District of Florida in Tallahassee to the U.S. Supreme Court. The brief "notice of appeal" did not outline her reasons, but she made it clear she would continue to pursue the issue when the federal court tossed her lawsuit in which she sought to keep her 5th Congressional District in place. http://go.politicoemail.com/?qs=fe73a8129d366c9e2714465a727ce3c02aab864e5c6cd0d6e5fa8340a3ffadc1
CUBA MOVES -- "Archbishop of Havana, key figure in US detente, steps down," by AP's Michael Weissenstein: "Cardinal Jaime Ortega ... was named Archbishop of Havana in 1981 and oversaw three papal trips to Communist Cuba. He ferried a letter from the Vatican to President Barack Obama during 18 months of secret negotiations that led to the Dec. 17, 2014 declaration that the U.S. and Cuba were restarting diplomatic relations and moving toward normalization." http://go.politicoemail.com/?qs=fe73a8129d366c9e4b20109779f1ac02e752939d16bd1cbd7e40d24678f6e682
FANTASTIC-- "Walt Disney cruise ship rescues fugitives off coast of Cuba" -- AP: "U.S. Marshal Amos Rojas Jr. said in a news release that last Thursday, the Disney Fantasy cruise ship found the fugitives clinging to a capsized boat. He says all three were wanted for violating their supervised release on federal credit card fraud charges in New Orleans." http://go.politicoemail.com/?qs=fe73a8129d366c9eaae556b8f532eaf9063eca4bc44fb4ee50fb24e714f72403
BIKING WHILE BLACK -- "Feds: Tampa Police bike tickets burden blacks, have no benefit," by Tampa Bay Times' Alexandra Zayas: "For years, Tampa police wrote thousands of tickets to black bicyclists, and stopped countless more, in an attempt to curb crime. The tactic didn't work, according to a report released Tuesday by the U.S. Department of Justice's Office of Community Oriented Policing Services. It didn't reduce crime. It didn't stop bicycle crashes or attack bicycle theft. All it did was 'burden' black bicyclists.
"Though these stops were intended to reduce problems in areas with high crime rates, which were mostly black, the disproportionate citing of African-American bicyclists was unfair and, even if not intended as harassment, often perceived as such," COPS office executive director Ronald Davis wrote in the 84-page report. http://go.politicoemail.com/?qs=fe73a8129d366c9e41d3283bcb4ddddf21ea49a27560458f09f748bfbd341d3b
DEN OF THIEVES -- "Nips, tucks funded by ID theft victims, OPD alleges," by Orlando Sentinel's Stephanie Allen: "When women wanted a nip or tuck but couldn't pay, they turned to Terilyn Riggins, police say. Riggins ran a crime ring that scammed more than $50,000 worth of dental work and plastic surgery in less than a year. The bills went unsuspecting identity theft victims, police said.
