The ARGUS-IS by BAE has been in development for a few years now. A segment from

The video is only five minutes long and worth watching to see the "basic capabilities" that
BAE was authorized to show.
It uses 360+ photo sensors like those used in cell phones to cover 15 square miles (-40
sq. km.) with a 1.8 gigapixel video, with a 6" (15cm) object resolution. Of course
if flown higher than 17500' (5300m) it could cover more arca, while losing
resolution—until the 5 MP sensors and optics are improved.

As a frame of reference, the cities of Chicago, Toronto, Birmingham, Mumbai, Antwerp,
are all around 600 sq. km. in area, and so it would take "only" about fifteen
ARGUS-IS units to cover each completely. Fewer of the units described in the
"Ars" would be needed (though they do fly lower).
