KEY BLOCK----- Dear colleagues, As we approach the end of the semester, I imagine some of you are wondering how the construction project might affect students during the examination period. I have been working with the BBC Construction team to minimize disruptions during the examination period. We have come up with a work-schedule that reduces noise and vibration between December 9 and December 20 but allows the construction team to continue working on the utility replacement. The following is a description of what we can expect from the construction team between now and the end of the year as they continue utility work along 2nd Street. Work will also be intensifying along Massachusetts Avenue, but except for traffic concerns, that will not affect us. During the week of November 24, BBC will be working on three utilities during the day along 2nd Street. They will be completing the water lines and making the final connections. There will be no more water shutoffs at Gewirz and no night work. Installation of electrical lines will reach F Street and a new manhole will be installed near G Street. There will be some noise and vibration from earth compactors as the construction team backfills the trenches. The noise and vibration should be minimal and should not be louder than that which we heard last week. In an effort to minimize noise during final examinations, Washington Gas will begin saw cutting trench lines in 2nd Street this week as a prelude to excavating the street for the new gas lines. During the week of December 1, work on the water lines will be completed. Work on the electrical lines will continue along 2nd Street going north from F Street towards Massachusetts Avenue. It will take about three weeks to complete the electrical work. Backfilling and compacting will continue this week. Work on 2nd Street will occur only in the daytime. The concrete surface of 2nd Street will be demolished to open the trenches for the gas lines. Washington Gas will be pulling the concrete up from the street surface rather than hoe-ramming it. Gas lines are shallower than the other utility lines so they will not be lowering deep supports into the trench. As such, we expect that the noise accompanying these activities will not be too disruptive. Removing the concrete will be completed by the end of the week. A great deal of work will be occurring at the corner of Massachusetts Avenue and 2nd Street so you can expect some serious traffic disruptions. During the weeks of December 8 and 15, final examinations will occur. I have had a series of conversations with the utility companies and BBC and we believe that the only noise we will hear will come from the ground compactor as work on gas lines and electrical lines continue. I have stood in the classrooms on the second floor and believe that the sounds coming from the compactor will actually be drowned out by the sounds from our own fan coil units. Nonetheless, we will have some sound-baffling insulation ready to install over the windows if that becomes necessary. The Registrar will provide ear-plugs in each room during finals. I doubt that the students will need them but we will have some available just in case. Work along 2nd Street during this period will occur only in the daytime. Sometime after December 20, probably as late as January 1, the gas company will begin to install a gas-line that runs down the Tower Green. You can now see the path staked out on the Green. This will involve removing some pavers on the south sidewalk in front of the Gewirz exit, excavating beneath the Tower Green, and then laying the new gas pipeline. This new line will provide redundant service to Gewirz, thereby eliminating the possibility of long-term gas shut-offs in the future. We may need to create a small temporary sidewalk in front of Gewirz so that residents will be able to cross over the excavated ditch. The work in the Tower Green is expected to take approximately two to three weeks depending on the weather. The construction team has been given sub-surface drawings of our property to ensure that none of our services are disrupted. Reconstruction of the Tower Green, however, will not be completed until the spring planting season. Sometime after January 1, work will begin on the highway itself. The work will include dismantling the retaining walls along the highway, lowering piles into the earth, and setting lagging boards to hold back the earth when the current retaining walls come down and the platform foundations are set.
