Please find attached three documents regarding IPI's possible transition to 1O status:
1. a memorandum from TRL to RH setting out benefits and costs o the JO transition
2. Annex I -- a paper that describes the structure of the RD, the Foundation and the relationship between the two
3. Annex II -- the revised draft agreement.
