The answer is that a defendant can't be subject to more punishment than whatever the penalty was at the time of the offense. So, normally we're prosecuting people who committed crimes recently, so whatever the current law is applies to them. Here, the maximum sentences for these offenses were different back in 1994-97, which is the time period of our charges, and the maximum sentences were less at that time than they are now. But I saw one of the charges is US Code Title 18 2423 which carries a max sentence of life... I am confused. Do you know why she faces up to 35 years and not life?
