Policies and Protocol for Possession of Firearms and
Ammunition by Security Staff
July 2009.
1. Purpose
The purpose of the Policies and Protocol for Possession of Firearms and
Ammunition by Security Staff ("the Policies") is to inform security officers either
directly or indirectly employed to secure the person or property of Jeffrey Epstein
that:
1.1 Mr. Epstein is a convicted felon, having been convicted in the State of
Florida of violation of Florida Statues §796.03 (2nd degree felony) and
§796.07(4)(c) (3'd degree felony).
1.2 It is a Class C federal crime for a convicted felon to knowingly possess a
firearm or ammunition. 18 U.S.C. §922(g)(1).
1.3 It is the responsibility of all security officers to be in complete control of his
or her firearms and ammunition at all times. To have complete control of
his or her firearms and ammunition the security officer must have
exclusive, physical possession of the firearm and ammunition, or the
firearm and ammunition must be stored by the security officer according to
the procedures set forth in section 4.
2. Permits, Licenses & Fees
2.1 The security officer is to ensure that he or she is in valid, current,
possession of all permits, licenses and certificates necessary to possess
and or carry all firearms and ammunition in his or her possession.
2.2 The security officer is responsible that all fees associated with all permits,
licenses and certificate are kept current. As a condition of employment,
the security officer may be reimbursed by Mr. Epstein for these fees.
2.3 The security officer is required to maintain on his or her person any
permit, license or certificate which may be requested by law enforcement
when carrying a firearm.
2.4 The security officer is to handle, carry, use, and store his or her firearm in
conformity with all permit, license, certificate and government regulations.

3. Possession of a Firearm and/or Ammunition
3.1 All security officers employed either directly or indirectly to secure the
person or property of Mr. Epstein, who will possess a firearm and or
ammunition during the course of his or her employment in this capacity,
shall read the Policies contained herein, and affirm and sign that he or
she understands the Policies agrees to abide by these Policies.
3.2 [All security officers who possess a firearm and or ammunition during the
course of his or her employment as a security officer to Jeffrey Epstein
shall provide , Mr. Epstein's designated
representative or counsel to Mr. Epstein, with the serial number of the
firearm, a copy of his or her licenses, permits, or certificates to hold the
firearm, and a description of all ammunition.]
3.3 All armed security officers shall always secure their firearms and
ammunition in a manner that demonstrates that they have complete
control over them. To do so the security officer shall:
(a). secure the firearm so that Mr. Epstein cannot access it, and, to the
extent practicable, not disclose where, when, and how the firearm
or ammunition is secured;
(b). always be in sole exclusive custody of his or her firearm or
ammunition, that is, the security officer shall never allow Mr.
Epstein to touch, store, move, examine, clean, or handle the
firearm or ammunition;
( c). notwithstanding the above, the security officers may notify Mr.
Epstein of the fact that they are armed or that the firearms and
ammunition are secured in compliance with these policies.
3.4 The security officer shall not share control of his or her firearm or
ammunition with any other person. The security officer shall not give his
or her firearm or ammunition to anyone else while employed to secure the
person or property of Mr. Epstein.
3.5 The security officer shall maintain complete control over his or her firearm
and ammunition, even when he or she is accompanying Mr. Epstein in a
vehicle, boat, ship, or aircraft.
3.6 The security officer shall never depart or leave Mr. Epstein's physical
presence, of any property of Mr. Epstein such as a residence, apartment,
boat, ship, aircraft, or vehicle and leave behind unattended or un-secured

any firearms or ammunition. All firearms and or ammunition must
always be either in the physical possession of the security officer,
who has complete control of the firearm or ammunition, or stored
and secured according to the rules set forth for storage below.
3. Securing Firearms and Ammunition
3.1 The security officer assumes responsibility as the custodian of all firearms
and ammunition in his or her possession.
3.2 The security officer shall store the firearm in a locked container, cabinet,
apparatus, device, storage room, or closet to which Mr. Epstein does not
have the key, combination, or other access mechanism.
3.4 The security officer will comply with all applicable State laws governing
firearms storage.
I swear or affirm that I have read the above Policies and Protocol for Possession of
Firearms and Ammunition by Security Staff ("Policies"), and that I understand the Policies.
I agree to comply with the Policies at all times during my service as an armed security
officer to Jeffrey Epstein. I acknowledge that I am aware that Jeffrey Epstein is a convicted
felon. I agree to maintain complete control of all firearms and ammunition that are in my
physical possession. I further agree that I will store and secure all firearms and
ammunition according to the rules set forth in these Policies.
