WINNIPEG, Manitoba (AP) -- Hillary Rodham Clinton, who has so far avoided
taking a position on the Keystone XL pipeline, is sure to face the issue
again on Wednesday in a return to Canada as Congress considers approving
construction of the contentious project backed by the United States'
northern neighbor.
The former U.S. secretary of state was to headline events in Winnipeg,
Manitoba, and Saskatoon, Saskatchewan, in her first public speeches of
2015, a day after President Barack Obama delivered his State of the Union
address. Clinton is the leading Democratic contender to succeed Obama if
she again runs for president, as widely expected.
Clinton offered praise of Obama's annual address, saying on Twitter that he
"pointed way to an economy that works for all. Now we need to step up &
deliver for the middle class."
But it remains unclear if Clinton will side with Obama on Keystone.
To date, Clinton has remained neutral on whether the U.S. should allow
construction of the TransCanada Corp. pipeline, which would carry more than
800,000 barrels of crude oil a day from Alberta and the U.S. Bakken oil
field across six U.S. states to refineries on the Texas Gulf Coast.
The House authorized construction of the pipeline last week, and the Senate
is now considering the legislation. Republican and Democratic supporters
hope to win final approval on the measure and send it to the White House by
the end of the week.
Obama has vowed to veto the bill as long as the State Department is still
conducting a formal review of the project. Clinton has said previously that
it would be inappropriate for her to comment on whether the pipeline
project should move ahead, given her past role as Obama's top diplomat and
the State Department's ongoing assessment.
Republicans, the Canadian government and business and labor groups have
pressured the Obama administration to approve the pipeline, arguing it
would create jobs and move toward North American energy independence.
Environmentalists want Obama to reject the pipeline, contending it would
contribute to global warming and make the U.S. more vulnerable to oil
spills.
For a possible presidential candidate, the politics of Keystone are tricky.
Environmentalists and labor unions have been among the Democratic Party's
core supporters for years and picking sides could alienate either group.
One of the leading opponents is billionaire environmentalist Tom Steyer,
who has poured millions of dollars into a super PAC that has promoted
environmental causes.
Clinton has largely stayed out of public view since mid-December and her
two paid speeches, sponsored by CIBC, a Canadian bank, come as she is
beginning to assemble the makings of a presidential campaign, though she
has yet to announce her intentions. Clinton is working with close advisers
and several former Obama campaign aides to prepare for the 2016 race and is
expected to make a final decision in the spring.

Vice President Joe Biden said Wednesday he might challenge Hillary Clinton
for the party’s nomination in 2016.
“Yes,” Biden said, laughing, when asked if there’s a chance that he’d
challenge Clinton.
“There’s a chance, but I haven’t made my mind up about that, we’ve got a
lot of work to do between now and then. There’s plenty of time,” Biden said
on ABC’s “Good Morning America.”
Biden said Clinton, who leads early polls of Democrats by double digits, is
“really competent capable person and a friend.”
He added that he doesn’t think a decision on a bid needs to be made “until
the summer,” noting that the race is “wide open on both sides” and repeated
that his focus right now is his duties at vice president.
Also appearing on “CBS This Morning,” Biden downplayed the reports of shots
fired near his Delaware home over the weekend.
“No, I’m not worried,” the vice president said when asked if he had any
security concerns following the incident.
Earlier this week, the Secret Service said multiple shots were fired
outside Biden’s Delaware home at about 8:25 p.m. on Saturdaynight. There
were no reports of injuries, and an individual was questioned later in the
evening.
Biden noted that his house “is way off the road” and there is “no evidence
it was shot at the house.”
He repeated that he’s “not at all worried,” noting that four shell casings
were found 100 yards away from his house.
“So a car must’ve been going by at a fairly high rate of speed. It appears
someone on the passenger’s side fired a gun, and my house is on the
driver’s side,” he said.

Vice President Joe Biden said he “could do a good job” running for
president in 2016, and that “there’s a chance” he would challenge former
Secretary of State Hillary Clinton.
“To be blunt with you, I think I could do a good job. But that’s not my
focus now,” Biden told the “TODAY” show’s Matt Lauer on Wednesday morning.
“My focus now is keeping this recovery moving. I have plenty of time to
make that decision between now and the summer, and I will make that
decision in that time frame.”
The 2016 presidential election campaign officially kicked off last month
when former Florida Republican Gov. Jeb Bush declared his intent to run.
However, several GOP hopefuls and even Clinton, the likely Democratic
front-runner, continue to mull decisions on whether or not to make a bid
for the nation’s highest office. Through laughter, Biden on Wednesday told
ABC News: “Yes, there’s a chance,” he could challenge Clinton. Biden said
that he doesn’t have to make a decision about running for president until
this summer.
The vice president weighed in on morning news shows hours after President
Barack Obama’s sixth State of the Union address, his first in front of a
Congress controlled completely by Republicans. Biden told Lauer that he
didn’t think anything unusual happened when Republicans applauded after
Obama said: “I have no more campaigns to run.”
“I’ve sat through a lot of State of the Unions with eight different
presidents and similar things have occurred. I just think it’s the nature
of a body of 535 people. There’s always something like that that comes up.
I don’t think it represented any institutional disrespect for the
president,” Biden said.
He added that he is optimistic about Congress passing measures.
Biden also discussed the multiple gunshots that were fired outside of his
home in Delaware on Saturday night. The vice president and his wife, Jill,
weren’t home when a car drove by the residence and apparently fired four
gunshots into the air.
“I feel completely safe being there,” he said, adding that there were
reports of similar gunshots heard about an hour later approximately a mile
and a half down the road. “I’m not worried about it, and I think the
security in my home is fine.”
Biden also chimed in on the latest accusations against the New England
Patriots for allegedly deflating footballs during Sunday’schampionship
game. The Patriots beat the Indianapolis Colts and are headed to the Super
Bowl next month.

clearly the person that the Democratic establishment is a aligning behind
but we’ve also done the necessary research for a potential candidate to
emerge and I think Elizabeth Warren is at the top of that list."
America Rising does not have a tracker on her, like opposition groups often
do for candidates, but the group has been monitoring the speeches she gives
and making sure to keep track of her votes.
It's a similar story for the RNC.
"There are a lot of Dems that seem to be wary about anointing Hillary and
many of them come from the Warren wing of the party. We will continue
focusing on her," RNC press secretary Kirsten Kukowski told TPM. Kukowski
added that her committee is "doing the research and preparing for Warren
the same way we would anyone who could potentially run for president."
Republican National Committee chairman Reince Priebus, just after he won a
third term Friday, name-checked Warren saying the GOP has to make a case
against Democratic candidates for president "whether that’s Hillary or
Biden or Warren or someone else."
The focus on Warren is partly a response to what happened in 2008 when
Republicans were preparing for Clinton to get the nomination and instead a
new senator from Illinois won it instead, rendering some of the prepared
attacks useless (especially after President Barack Obama picked Joe Biden
as his running mate instead of Clinton).
There's another motivation, too. Even if Warren doesn't run for president,
she's become such a high-profile figure in the Democratic Party that
knocking her out has its own value for Republicans and devoting some
attention to her could spill over to Clinton. Warren, after all, proved to
be a valuable fundraiser in the 2014 cycle and has already started boosting
new Democrats.
"She’s still going to be a very visible part of the Democratic Party and is
going to be a top surrogate," Miller said. "For our sake it makes sense to
make sure we’re doing our due diligence."
"Elizabeth Warren may or not run in 2016. She also may not run in 2020,"
Doug Heye, a Republican consultant and former communications director for
the Republican National Committee, told TPM. "I think if you’re America

U.S. Sen. Bernie Sanders will return to Iowa next month, stoking
expectations that he will run for president and conduct an Iowa caucuses
campaign.
Sanders, a Vermont independent who caucuses with Senate Democrats and
identifies himself a Democratic Socialist, will hold six events over three
days in and around Iowa City, Des Moines, Cedar Rapids and Ames.
He has visited Iowa repeatedly in recent months, most recently on Dec. 16 when
he held a town meeting in Ames and was the keynote speaker at a Progress
Iowa event. In all, Sanders spent eight days in Iowa and held 13 separate
events in 2014.
He's said he's considering a presidential campaign but has made no
commitments. If he did run, he would represent a more liberal alternative
to presumptive Democratic frontrunner Hillary Clinton.
Next month's trip was confirmed by a spokesman in Sanders' Senate office.
As in past visits, Sanders will primarily hold meet-and-greet events in
university communities and deliver speeches to progressive advocacy groups.

New mom Chelsea Clinton talks about bonding with her baby Charlotte – "I'm
so happy being a mom" – and shares why she's so passionate about talking,
reading and singing to her baby, in an exclusive interview with PEOPLE and
video featuring the former first daughter and Elmo.
"I have a beautiful baby daughter named Charlotte," a beaming Clinton tells
Elmo, later sharing, "I try really hard to be a good mommy. I think it's
the most important job in the world."
"My husband Marc and I read to Charlotte every night, and when her
grandparents come over, they read to her as well," she says. "It's so
important that little kids, kids Charlotte's age, and kids your age, Elmo,
be read to and talked to and sung to. It helps their brains develop."
The 34-year-old mom, who recently went back to work as Vice Chair of the
Clinton Foundation, is hoping to spread the word that talking is teaching –
through a new partnership between the foundation's Too Small to Fail
initiative, Sesame Workshop and Text4baby – by offering parents and
caregivers helpful tips and links to how-to videos via text.
It's also advice that Clinton clearly heeds herself. From the moment
Charlotte wakes up, Clinton tells PEOPLE, "I start talking to her, when I'm
changing her diaper in the morning and when we're picking out what clothes
she's going to wear for the day."
"I read her the news every morning," Clinton says, adding with a smile,
"She agrees with me on everything right now."
Chelsea isn't the only one building her daughter's brainpower. Her husband,
Marc Mezvinsky, loves to read Mo Willems's pigeon books to Charlotte. "My
husband has so much fun taking on all these different characters," she
says. "Everyone ends up giggling."
And the former president and secretary of state – aka Grandpa Bill and
Grandma Hillary – also help out.
"We all kind of compete to see who's going to read her stories," she says.
Hillary also sings to her granddaughter, even after Chelsea, as a toddler
herself, famously objected to Hillary's singing voice. "I'm like, 'I'm so
sorry, Mom,' " says a chagrined Chelsea now. "I love watching her sing to
Charlotte."
As for the former president, he's happy giving Charlotte talking tours of
Chelsea and Marc's NYC apartment. "He loves walking up and down the hallway
with her (past our bookshelves) every time pointing out a different book to
her and telling her that someday she'll be old enough to read that book
herself. It's so sweet."
While Clinton sat down with Elmo to encourage parents and caregivers to
remember to talk, read and sing to babies, she also admits, she hopes one
day her work with the "real-life" version of one of Charlotte's favorite
toys will earn her "cool-parent points" at home.
But ask Clinton if she has any other news to share – like, might
Charlotte's grandma run for president in 2016? – and the talking turns coy.
Says Chelsea: "No, I'm waiting too. It's really sweet how my mom is just so
clearly happy being a grandma and I know she's going to be a great grandma,
whatever other choices she makes in her life."
