Hello All,
Unfortunately, our tracker was not allowed into this ticketed event. But
good news: we were able to capture most of the event via online streaming
video. Below are the notes from our effort.
Big Highlights
- Flubs price a gallon for gas, corrects himself, saying $5/gallon, says
that's the classic liberal response: go after the rich.
- Exclaims that Social Security "isn't that complicated!" Medicare is
complicated
- Responds he still wants to close Gitmo, b/c what's our moral authority
if we torture prisoners (at Abu Ghraib)
- Denies he said SCOTUS Gitmo decision was worst in history, then says
he's given to hyperbole, SCOTUS was frustrated we hadn't moved forward w/
cases
- Mentions next to Fermi plant he visited was a pool of spent nuclear
fuel, so we have to reprocess b/c that's a natl security issue
- Says his belief in global warming is a big difference between him and
his friends on the Right, "but it's not the only difference"
Aspen, CO: McCain Speech at Aspen Institute 08/14/08
(Disclaimer: The following are notes, not direct quotes. If you'd like a
quotable transcript or video of any part below, please email us.)
Background Details
- John Thune, Phil Gramm, John Huntsman in audience; also Cindy
- Walter Isaacson gives intro remarks and then begins asking questions
- Tight security (secret service and police): only ppl w/ tickets or
credentialed press allowed in
- event was sold out
- Tracker denied entrance for fourth day in a row
*Speech Highlights*
- 1Q) ISAACSON:: What was turning point?
- MCCAIN: Lindsay Graham and I were asked to attend ceremony in
Baghdad--
- ISAACSON:: Lindsay has decided to walk in late.
- MCCAIN: He's been bane of my existence. Good news is he's col. in
USAF, bad news is he's a lawyer.
- Anyway, we attended this ceremony Petraeus asked us to attend and it
was great. Lindsay Graham and I decided we can't give up on this
surge even
though it'd be unpopular - a lot of ppl thought we were losing
this war or
we'd lost. We started No Surrender tour, drawing crowds as big
as 15 ppl and
That was kind of a turning point. And when labor day was over, we had a
debate in NH, and I didn't do well in most of the debates but I
did well in
that one -- Mo Udall joke [Manchester] -- The turning pt was
that event in
Baghdad b/c it puts things in right perspective when you see
young Americans
fight for someone else's frdm.
- 2Q) ISAACSON:: You say the surge is won. Define success now.
- MCCAIN: It depends on what goes on. We're a bit disappointed --w/
them it's 2 steps forward, 1 step back -- we thought they'd set
a date for
election --they've been copying our Cong by taking a vacation w/o setting
date for provincial elections - a lot of that has to do w/
Kirkuk. I'm happy
Maliki has basically taken charge of his govt. And a guy a yr ago we
would've described as a weak leader is now taking charge. Low
casualty rate,
the neighborhoods are safe. There will be no parades in NYC or
peace signing
on USS Missouri. But our troops will come home w/ victory and honor.
- 3Q) ISAACSON: Define victory.
- 1) functioning government 2) effective judicial system 3)
legitimate
elections
- A judicial system that is far more effective than today - that's an
area where progress still need to be made. We can have victories
every day
but until ppl feel they have recourse in a court of law, it's
not democracy.
- Lindsay Graham went over there as a lawyer, not a Sen, to help them
set up judic. Rule of law is critical. Economic progress -- oil
is a curse
and a blessing. 'The classic success of a counter-insurgency
operation.The
strategy has succeeded. I would rely on the commander who has
succeeded. Petraeus is brilliant but he didn't invent this, it's an old
strategy. You clear, you hold, adn then the rest of it follows as night
follows day.' We still got Iranians with these special groups coming in.
We've still got the most lethal explosives coming in from Iran.
We've still
got suicide bombers coming in from Syrian borders.* Question is when
we leave and how quickly--not when we leave, but when and how quickly.
* *And I will leave a lot of that to the General who's made great
decisions, Petraeus and Odierno. And a lot of responsibilty lies in POTUS.
*
*
*
- 4Q) ISAACSON:: Russia said they wouldn't respect Georgian borders.
- If you're talking about military ops, I don't think that's a
viability. This act of aggression [from Russia] is worse than anything
Georgia did to South Ossetia. We've reached a critical point since
post-Cold War. A reassertion of age-old Russian ambitions. It wasnt an
accident that 5 nations flew to Tbilisi to show solidarity with Mishe.
* *They all have in common living under Russian domination. Putin has
displayed this kind of behaviour in a # of ways. Litishvenko, Czech
pipeline, bullying Georgia, attempts to reassert influence in Ukraine.
Ukraine is nervous, esp since Ukr. and Georgia not part of NATO
- 5Q) ISAACSON: Should we fast-track them into NATO?
- I think we should take up their 'map' and move quickly. Will the
other members of NATO agree? I hope they will. This isn't just
groups of ppl
looting, killing, and on a rampage in Georgian countryside.
There's no place
for this in 21st century. Putin, though PM, is clearly running things in
Russia. Our first goal is to get the Russians and the so-called
'citizens'
withdrawn from Georgian territory. This is a brave little territory. They
were early to adopt Christianity. They broke away from USSR.
US-educated man
orchestrated the Rose Revolution. They had a free society, and
now they live
in terror. One of the old strategies is to inspire terror in a
population. A
lot oat stake for the future of the 21st cent. I talk to Mische every day.
- 6Q) ISAACSON: If they try to overthrow, should we step in?
- MCCAIN: I think our focus now has to be not to try to escalate this
into a military operation. We need to diffuse it. There was a provision
added to the ceasefire taht the Georgians strongly objected to
that Russians
interpreted as being able to stay in Georgia for a very long time. *Words
matter!*
- 7Q) ISAACSON:: Still in favor from evicting them from g8 and WTO?
- Those are all options we have to consider. We havent worked closely
enough with our allies. Lets work collectively. Let's convene
Natl Council,
OSE, and come up with a solution. Let's not talk military now
b/c that would
escalate. There's plenty of time in the future depending on Russ
behavior to
talk about other options.
- This is a compelling argument to become indep of foreign oil. The
pipeline that has been cut off is part of world's oil supply.
And while not
directly for us, it's importnat. And prices has gone up. We need
Lexington
project - it's vital to become indep of foreingn oil. *Flubs price a
gallon for gas (either says $3 or $9). [audience laughs] -- sorry $5 /
gallon - that's the classic liberal response: go after the rich.*
*
*
- 8Q) ISAACSON: Does that mean domestic drilling and shale oil?
- MCCAIN: All of the above. Find out what works and what doesnt. WE've
made dramatic advancement in solar panels. Let a 1000 flowers bloom here.
Oil shale - that's fine with me. What's the fastest way and easiest way.
Clean Coal
-
- 9Q) ISAACSON: And nuclear?
- We can create 45plants and 700k jobs. But we're going to need more
plants than that. And coal - we sit on large supply of coal. And
of course
nuclear power - the French. they reprocess. Adn teh Brits are
going to, and
the Japanese. And we couldve had it not been for Carter. I also recently
visited Fermi plant in MI, and they're very efficient.* And next to it
is a pool of spent nuclear pool. And that's a great risk. So we've got to
reprocess b/c its a security issue.*
*
*
- 10Q) ISAACSON: Friedman mentioned you hadnt supported tax breaks for
wind and solar. Do you and iwll you?
- I have and I have a long record of supporting. In AZ, we have sun
every day. In fact, we have no water. I've always been for all
of those, and
I havent missed any crucial vote. But AZ citizens know I have to be out
campaigning.
- 11Q) WI: And youre for extending for solar and wind?
- Yes. *And I think tax breaks should be made permanent. And 1yr
depreciation for alt. fuels.* And cars - MI is hurting b/c of auto
industry. The Volt technology can lead America back to
predominance. They've
had massive layoffs, but now they've made agrmts b/t labor/management on
health care and pensions, they can move forwar.d
- 12Q) ISAACSON: Still for cap and trade even though youre for coal?
- Yes. GE has committed themselves to green technologies and it's
successful. America can lead the world in that.
- Global warming is real. *That's where i have a great difference w/
some of my friends on teh Right - that's not my only difference with them.
*
- And I oppo'd ethanol subsidies - I told Iowa that. I lost Iowa. We
went to state fair.
- My friend, John Thune is here. Many of you know him. *I've often
said if I looked like Thune I'd be POTUS today. *We were in Sturgis,
SD the other day. About 3500 ppl in Sturgis and there were thousands of
bikers there. It was a great experience. I recommend it.
- 13Q) ISAACSON: Why did teh Doha trade round fail and who's at fault?
- MCCAIN Our farm bill was a contributor. When you look at the
giveaways, it's clear it's not in keeping with parameters of free trade.
Gov. Huntsman is here and he's very well-versed in this area.
- And I think he agrees with me that farm bills/subisdies were major
factor. But also India and China were significant factor. They have
inexpensive products and sometimes higher technology and they
saw no upside
to DOHA. Is it end of world? No. But it should be a spur to approve other
agrmts, e.g. Colombia. And what about free trade agrmt w/ EU and then see
what labor and enviro standards have to be cuz theirs are higher than ours
- 14Q) ISAACSON: should we ahve labor/enviro standards?
- We should have some. And stricter penalties and faster process for
violations. But 1 of purposes of free trade is lift economies and better
lives of other countries. We're not ok w/ child labor, etc, but. E.g.
Colombia exports here w/o tariff but we pay going out. And what
msg does it
send to S America? If we ignore the lessons of history, e.g.
Smoot-Hauley or
raising tariffs during recession, then the rest of that slogan
is obvious.
we need to approve more agrmts. There's a happy medium b/t
standards but not
too high.
- 15Q) ISAACSON: In favor of increasing strength of dollar?
- If there's a bright spot in this dismal pic, that I think that it's
very clear that energy independence is a key factor. But if
there's a bright
spot, it's exports - they'll contribute to a better economy over time.
*I understand Steve Forbes thinks we need to strengthen dollar, so I'm
for it, but I think we need to have eocnomic conditions in place
to support
it.*
*
*
- 16Q) ISAACSON:: Still in favor of closing Gitmo?
- Yes I am. Life is full of anecdotes, sometimes too many and
sometimes not descriptive of reality but this one is. Lindsay
Graham and I
were in IRaq, visited one of largest prisons, adn we met w/ former
high-ranking member of AQ who had come over to our side but was
being held.
I asked how did you, AQ, succeed and do so well after USA had done such a
good job militarily. He said, (1) the total chaos in Iraq drove
ppl to our
side, adn (2) Abu Gharib was the major recruiting tool. *Whats the
moral authority of US if we torture prisoners? So I'm for closing ABu
Gharib.*
*
*
- 17Q) ISAACSON:: Whyd you come out against SCOTUS decision?
- JM: We already had a process in place, which kept with the
traditions of the Nuremberg trials. He shouldve spent more time in
prison. But the accused was able to seek counsel adn see evidence but he
wasn't read Miranda rights. Adn there's a precedent: Nuremburg. They're
given a trial, etc. but they're not citizens and they dont get
everything.
SCOTUS said they deserve
- 18Q) ISAACSON:*: But you called it the worst decision in history.*
- *No i didnt. sometimes im given to hyperbole.* The court was
frustrated that we hadn't moved fwd w/ large # of cases. That
ppl had been
sitting in prison for 5, 6 yrs. I hope we can show courts that by moving
fwd. But I don't think they deserve rts of American citizens.
- 19Q) ISAACSON: Social Security's anniversary. You called Social
Security funding mechanism a disgrace. How would you change it?
- It's a pay as you go system. There will come a point, not today,
where there's more $ going out than coming in. That's not fair. Cong
approval is at 9%, it's at a gridlock on everything. 1 of our earliest
memories is Reagan-O'neill 1983 fixing Social Security- it may
not have been
the solution that I wanted, or Phil or Jack or anyone else, but we
saved Social Security for 30 yrs. Why can't we do that again? *It
isn't that complicated! Medicare is complicated, not *Social
Security -- theres been studies.
- 20Q) ISAACSON: Should it be like energy - we do a little bit of
everything.
- I am opposed to tax increases, I will fix without it. I will
convince ppl that we do not need tax increases. [applause]
- 21Q) ISAACSON:: Does that mean tax increases are on the table?
- I have to be against tax increases as you know. just as ppl go in
with positions.
- 22Q) ISAACSON:: You were asked to name your top 10 songs. And #1 was
ABBA's "Dancing Queen"?
- I think #1 was Sinatra.
- Well then they did something to you.
- If there's anything I'm lacking in, it's taste in music and art and
the good things in life. A lot of my taste in music stopped when
I crashed
my plane and never restarted. Everyone says they hate ABBA - why
do they go
to Mamma Mia?
