came out, inspected the RO plant and tested the water discharging out of each of
the membranes. He doesn't feel that it is a membrane issue. The sea water in our
area seems to result in high PH when processed through an RO system. This has
evidently been an issue from day one. There needs to be a sulphuric acid injection
pump added in order to offset this. The high PH is most likely causing some of our
rust issues and needs to be resolved. The other issue is our membranes are
starting to get dirty. The membranes apparently have never been cleaned, so I
would recommend we have them out to do the first cleaning. He would also like to
put our system back online to allow remote monitoring, which I also think is a good
idea. I will forward the estimate as soon as he gets it to me.

Thank you for facilitating my arrival and departure to Little St. James island today
to inspect the SWRO plant. Upon arrival, the plant was not running and in standby. A walk
through of the plant area showed that overall, the SWRO plant has been very well
maintained. There were no signs of water or oil leaks, the piping was free from rust, and the
entire SWRO plant area was clean.
Smiley and I went over the daily data collection. In December 2012, the feed
pressure of the SWRO plant was consistently 820-830 psi. In January 2013, the daily plant
data clearly shows a rise in feed water pressure, and DP across the membranes indicating

the need for membrane cleaning. It should also be noted that the SWRO plant is producing
good quality water that is well within drinking water quality standards. Feed water pressures
have been steadily climbing over the last three to four months and are currently at 890 psi.
There is also a 50psi DP across the membranes. Membrane cleaning is absolutely necessary,
and I suggest that TSG be brought in to facilitate this first membrane cleaning of the SWRO
plant. I will send you a quote for chemical costs, and labor for cleaning.
There is still a post treatment issue associated with the Ph. The Ph monitor at the
plant showed a ph of 9.6 which is extremely high. My hand held instrument showed the Ph
to be 8.4 which is still high, but this indicates that instrumentation calibration is needed. LS1
will need to purchase calibration standards for PI-I (4,10, and 7 standard solutions) and
conductivity standard solutions as well for calibrating the plant conductivity monitor. TSG
suggested on two other occasions that a chemical feed pump for Sulfuric acid be installed in
the line prior to the calcium carbonate reactor to help balance the ph to between 7 and 7.9.
There was an electrical connection installed for the feed pump, sulfuric acid has been
purchased, but there is no chemical feed pump onsite that can be used for injecting sulfuric
acid. As requested, I will get you a quote for a chemical feed pump that is compatible with
96% acid.
I will get your quote to you quickly. It will include all items listed here, and I
suggest that the chemical feed pump be installed at the same time that the membranes are
being cleaned so as to save LSJ money on TSG's labor costs. There is enough down time
during the membrane cleaning process to have ample time available to complete the
chemical feed pump installation in one trip. One other suggestion is to have the electrical
outlet installed for the chemical feed pump moved to the other side of the calcium
carbonate reactor prior to installing it. This is where the pump will be located.
