As articulated during his presidential election campaign, securing the United States and the world against the threat of terrorism and serious transnational crime will be one of President-elect Obama's highest priorities when he takes his oath of office on 20 January 2009. At the President-elect's, or his highest-level surrogate's, most immediate availability, I would like to offer my, and INTERPOL's, insights into what the current Administration never availed itself of over its eight years in office: a briefing on the threats and solutions to global security that should concern us all. It would be the first time in history that such a briefing has been given by INTERPOL to a newly elected Head of State. Based on my experience of having participated in two US Presidential transition processes, I know that the current security briefing model relies mainly on highly classified national security material sourced from US agencies. Such briefings are, of course, valuable and absolutely essential - especially to determine whether nationally gathered intelligence suggests any terrorist plans targeting the US. However, such briefings may not reflect broader and more general international security threats which, if left unaddressed, could one day permit the United States to fall victim to terrorist attacks or other forms of serious crime. The US's failure, prior to 9/11, to link fraudulent national identity documents to international terrorism is perhaps the most tragic example of what could go wrong. It is for this reason that INTERPOL has been highlighting the danger presented by the more than 800 million international air arrivals occurring each year worldwide for which the relevant passports are not screened against INTERPOL's global database of more than 16 million stolen and lost travel documents. Simply put, INTERPOL believes, and the evidence indicates, that a country's national security agenda must have roots in a robust international strategy that recognizes that the internal security of any one country (including the US) requires an external awareness, as terrorist attacks are frequently developed, planned and launched from beyond the target country's borders. …/… Let me make clear that I may be one of the few people contacting you not seeking a position for himself, a family member or friend. In my post as INTERPOL Secretary General, I can do more to enhance US and global security in this capacity than in any other capacity - especially if Heads of State and Government are prepared to tap into the enormous potential offered by INTERPOL. Just last month, I had a private audience with Russian Prime Minister Vladimir Putin, during which we conversed in German to dispense with the need for either of our respective staff to be present. I briefed him about INTERPOL's most ambitious undertaking: our Global Security Initiative for the 21st Century (GSI), and received valuable insights from him about how he perceived the West’s approach to global security. President-elect Obama will forever be associated with making people the world over see that extraordinary change is possible if they believe in it and work hard enough to make it happen. More countries would think collectively, not individually. More countries would think about the role of law enforcement, and not just the military, in addressing global security.
