These meetings are modeled after the "Captain's Calls" I used to conduct in the Navy, when I would go around and talk to the crew members of the ships under my command. If you want to know what's going on a ship, you don't just ask the officers, you go right to the crew. If you want to know the biggest concerns in the homes of our working middle class families, you don't hold a hearing in Washington, you go right to the people. The message we're bringing is one of honesty, integrity, and effectiveness. That means you can count on me to take a clear stand on the issues, base my decision on the merits and not politics, and work hard until we get results. We're going to bring to all of Pennsylvania the work we've done in my District, where we've worked diligently to make government more accessible and responsive to the people, helped small businesses grow by improving access to federal contracts, encouraged educational innovation to prepare students for real-world success, and where we continue to partner with local leaders to meet the challenges of difficult times. Here are just a few of the issues we've discussed at the Kitchen Calls we've held so far: Green Energy Manufacturing Creates Jobs. My grandfather was a steelworker in Coatesville. I know that our Commonwealth's industrial base and proud manufacturing tradition can allow us to be a leader in the green infrastructure revolution. For example, a shuttered steel mill in Bucks County has been repurposed to make wind turbines and now employs hundreds of unionized steel workers. At a Green Jobs Training Program recently, I met again with a local entrepreneur who owns Community Energy, the first wind power company east of the Mississippi. That entrepreneur and his partner were actually forced to initially sell their company to a Spanish firm in 2006 because our policies made it so American-owned renewable energy companies simply weren't viable. Recent changes, including the House passage of a green jobs bill, have convinced him that American companies can thrive in this booming industry. He and his partners have again struck out on their own and are providing Pennsylvania jobs at a Pennsylvania-owned company. Marcellus Shale Natural Gas Development. The Marcellus Shale is one of the largest natural gas deposits in the world. It stretches beneath much of Pennsylvania, from Greene County to Erie to the Delaware Water Gap. Development of this resource can bring much needed tax relief, good jobs, and renewed economic opportunities across the state, and we must take full advantage of it. As we go forward, however, I propose we adhere to one firm principle: Pennsylvania's natural resources belong to Pennsylvania, and they should be utilized in a way that provides the best long-term benefit for our citizens. That's why I've cosponsored federal legislation to close the "Halliburton Loophole" -- supported by Arlen Specter -- which allows gas drilling to ignore safeguards and has contributed to drinking water contamination in seven Pennsylvania counties. I have outlined a number of key areas in which the Senate version can and should be improved: The inclusion of a public option, or something that achieves its purpose in lowering the cost of health care by providing individuals a choice aside from private insurers that dictate prices while often denying access to desperately needed care; a real employer mandate that recognizes health insurance as a shared responsibility between individuals, employers, and country; sufficient federal assistance to ensure that health insurance is affordable for lower income families; removal of the disproportionate burden on working families in the Senate bill, which relies heavily on a tax on high-cost insurance plans that will affect one in five workers by 2016. School Food Safety: I have introduced new legislation to protect the 31 million children who receive food through the National School Lunch Program after a report by the Government Accountability Office (GAO) revealed that federal agencies are not properly communicating recalls to schools.
