[00:02:27] Honorable Vice President JD Vance,
[00:02:30] esteemed members of the US delegation,
[00:02:32] dear colleagues,
[00:02:34] it is a great honor to host today the
[00:02:38] vice president of the United States of
[00:02:39] America, JD Vance and his delegation who
[00:02:43] are on an official visit to Armenia.
[00:02:47] This visit is of truly historic and
[00:02:50] symbolic importance. This is the first
[00:02:52] visit by a US vice president to the
[00:02:55] Republic of Armenia.
[00:02:58] It takes place in the context of
[00:03:00] unprecedented realities of establishing
[00:03:03] peace and stability in the South
[00:03:05] Caucuses. It reflects the depth of the
[00:03:08] strong and strategic partnership forged
[00:03:11] between the Republic of Armenia and the
[00:03:13] United States of America. Dear Mr. Vice
[00:03:15] President,
[00:03:19] our first meeting at the White House on
[00:03:22] February 7, 2025 had great importance
[00:03:26] for the events that subsequently
[00:03:27] unfolded.
[00:03:29] Taking this opportunity, I would like to
[00:03:31] once again
[00:03:33] express the gratitude of the government
[00:03:35] of the Republic of Armenia, to the
[00:03:38] President of the United States of
[00:03:39] America, Mr. Donald Trump and also to
[00:03:41] you for organizing
[00:03:45] the Washington peace summit on August 8,
[00:03:48] 2025
[00:03:51] through which we gave a strong boost to
[00:03:55] Armenia US bilateral relations
[00:03:59] and with the personal involvement of
[00:04:01] President Trump, we established peace
[00:04:04] between Armenia and Azarba.
[00:04:08] After the Washington Peace Summit,
[00:04:10] President Ali and I
[00:04:13] nominated President Trump for the Nobel
[00:04:15] Peace Prize through a joint letter. And
[00:04:17] I have great hope that the president
[00:04:20] will rightfully receive this award in 20
[00:04:25] 26, the Nobel Peace Prize.
[00:04:29] Vice President Jay Dance's visit is a
[00:04:32] crucial step in institutionalizing peace
[00:04:35] and expanding the Armenia US strategic
[00:04:38] partnership.
[00:04:42] I presented to Mr. advance the positive
[00:04:45] processes underway in the south caucuses
[00:04:49] as well as the details of the
[00:04:51] discussions that took place a few days
[00:04:54] ago in Abu Dhabi between me and the
[00:04:56] president of Azerbaj.
[00:04:58] The discussions were aimed at potential
[00:05:00] new steps for strengthening peace
[00:05:02] between our two countries.
[00:05:04] On this occasion, I also reaffirmed
[00:05:07] Armenia's commitment to supporting the
[00:05:10] peace and peacekeeping mission of the US
[00:05:12] government, including the activities of
[00:05:14] the Board of Peace,
[00:05:16] the charter of which I had the honor of
[00:05:19] signing on January 22 this year during
[00:05:22] the official ceremony in Davos.
[00:05:25] I would also like to note that I have
[00:05:27] received and gladly accepted President
[00:05:30] Trump's invitation to participate in the
[00:05:34] inaugural meeting of the Board of Peace
[00:05:36] on February 19.
[00:05:38] The pres, the vice president and I have
[00:05:41] both underlined the important importance
[00:05:45] of consistently implementing one of the
[00:05:48] most important achievements of the
[00:05:50] Washington Peace Summit, the Trump route
[00:05:52] for international peace and prosperity
[00:05:54] project in accordance with the framework
[00:05:56] for the implementation of the trip
[00:05:59] project
[00:06:00] signed on January 13 this year between
[00:06:04] the Minister of Foreign Affairs of
[00:06:05] Armenia and the US Secretary of State.
[00:06:08] We reaffirmed that this project in
[00:06:10] addition to the most serious peace
[00:06:12] dividends will also have regional and
[00:06:14] global significance
[00:06:17] developing unhindered communication
[00:06:19] between west and east.
[00:06:22] We expressed our satisfaction
[00:06:24] with the preparatory works for the
[00:06:27] implementation of the project as well as
[00:06:30] progress of the feasibility studies that
[00:06:33] were launched a few days ago.
[00:06:36] We also discussed with Mr. Vance
[00:06:40] the prospects for complete deep locking
[00:06:42] of the region as essential guarantees of
[00:06:45] stability and peace in the south
[00:06:47] caucuses.
[00:06:48] I believe that in this context.
[00:06:52] It is also of great importance to bring
[00:06:54] to its logical conclusion the ongoing
[00:06:57] dialogue in the Armenia Turkey and
[00:06:59] normalization process including the
[00:07:01] opening of the Gumri Gar railway.
[00:07:05] We jointly underscored also the the
[00:07:08] significant achievements in bilateral
[00:07:10] relations including in the fields of
[00:07:12] artificial intelligence and innovative
[00:07:14] technologies. I am pleased to note that
[00:07:18] the memorandum signed between Armenia
[00:07:21] and the United States of on August 8 in
[00:07:24] the field of semiconductors and
[00:07:26] artificial intelligence will bring to
[00:07:28] life the mega project of the company
[00:07:31] Firebird building an artificial
[00:07:34] intelligence plant and data center in
[00:07:36] Armenia.
[00:07:38] In this regard, I should note that the
[00:07:41] recent approval of the issuance of
[00:07:44] export permits for the next batch of
[00:07:46] super powerful chips produced by Nvidia
[00:07:49] for exportation to Armenia. I hope that
[00:07:51] the close and transparent cooperation
[00:07:54] established between Armenia and the
[00:07:55] United States in the high-tech sector
[00:07:57] will allow us to further develop and
[00:08:00] strengthen the mutually beneficial
[00:08:03] partnership between Armenian and US
[00:08:06] companies.
[00:08:08] In addition,
[00:08:13] we signed with Vice President Vance just
[00:08:16] a few minutes ago today the joint
[00:08:18] statement on the completion of
[00:08:20] negotiations
[00:08:23] and the 123 agreement for peaceful
[00:08:26] nuclear cooperation between the
[00:08:28] governments of Armenia and the United
[00:08:31] States.
[00:08:32] This agreement will open a new chapter
[00:08:35] in the deepening energy partnership
[00:08:38] between Armenia and the United States.
[00:08:40] It will contribute to the
[00:08:41] diversification of Armenia's energy
[00:08:43] resources by implementing safe and
[00:08:46] innovative technologies. I also
[00:08:48] expressed my gratitude for the
[00:08:51] long-standing support provided to
[00:08:52] Armenia by the United States in the
[00:08:54] field of nuclear security,
[00:08:59] nuclear safety, and I expressed
[00:09:00] willingness to further develop sectoral
[00:09:02] cooperation in areas of greatest
[00:09:04] importance to both countries. We have
[00:09:07] also made significant progress in the
[00:09:10] fields of Armenia, US military and
[00:09:12] defense partnership in continuation of
[00:09:15] the bilateral
[00:09:17] longstanding security cooperation and
[00:09:20] the Eagle Partnership military exercises
[00:09:23] ongoing for three consecutive years now.
[00:09:25] Armenia acquired from the United States
[00:09:28] VBAT unmanned aerial vehicles, the
[00:09:31] effect effectiveness of which has been
[00:09:33] proven through extensive use experience
[00:09:35] and which will significantly contribute
[00:09:39] to strengthening our defense
[00:09:40] capabilities. I expressed hope that this
[00:09:43] transaction
[00:09:45] implemented under the US's foreign
[00:09:47] military sales program will serve as a
[00:09:49] basis for expanding our future
[00:09:52] cooperation. We noted that Armenia and
[00:09:55] the United States are committed to
[00:09:57] developing a mutually beneficial
[00:09:59] partnership in securing
[00:10:02] the extraction and supply chains of
[00:10:05] critical minerals and rare earths.
[00:10:09] Naturally, we also touched on
[00:10:12] institutional reforms in Armenia and the
[00:10:15] continuation of the longstanding support
[00:10:17] by the United States in this area in
[00:10:20] particular
[00:10:23] aspects of strengthening the straight
[00:10:25] structures of Armenia and developing
[00:10:28] their capacity. In relation to this,
[00:10:31] I highlighted the importance of support
[00:10:34] provided to Armenia for capacity
[00:10:36] development under the Crossroads of
[00:10:37] Peace program,
[00:10:39] we both emphasized that relations
[00:10:41] between Armenia and the United States
[00:10:43] are stronger today than ever and we
[00:10:46] expressed our commitment to further
[00:10:48] develop them for the benefit of our
[00:10:50] people's. Honorable
[00:10:53] Vice President, I would like to once
[00:10:55] again welcome you, your wife
[00:10:59] the esteemed Ushavans and your beautiful
[00:11:01] family. I say to you,
[00:11:05] welcome to Armenia and express our
[00:11:07] gratitude

[00:11:11] developing the strong ties between
[00:11:13] Armenia and the United States and for

[00:11:21] It's great to be here in Armenia and I'm
[00:11:23] especially grateful that you described
[00:11:26] the second lady as the esteemed Usha
[00:11:28] Vance. You won me some brownie points
[00:11:30] there, though I think she's going to
[00:11:32] expect me to call her the esteemed us in
[00:11:34] the future. So, you created expectations
[00:11:36] too. Um, this is a beautiful country, a
[00:11:39] country that the president of the United
[00:11:41] States is very proud to partner with,
[00:11:43] uh, that the president of the United
[00:11:44] States is very proud to have a great
[00:11:45] relationship with. And I know that
[00:11:47] President Trump sends his best regards
[00:11:49] both to you personally but also to the
[00:11:51] people of Armenia. And what President
[00:11:54] Trump and the prime minister have
[00:11:55] accomplished together is really
[00:11:57] visionary. Peace is not made by cautious
[00:12:00] people. Peace is not made by people who
[00:12:01] are too focused on the past. Peace is
[00:12:04] made by people who are focused on the
[00:12:05] future. And because the prime minister
[00:12:07] made such great progress and has had
[00:12:09] such a great relationship with both me
[00:12:11] and the president of the United States,
[00:12:12] we're not just making peace for Armenia,
[00:12:15] we're also creating real prosperity for
[00:12:17] Armenia and the United States together.
[00:12:19] So much of the great economic
[00:12:20] cooperation that we want to announce
[00:12:22] today would not have been possible
[00:12:24] without your leadership, without the
[00:12:26] peace that you committed your country
[00:12:28] to, and without, of course, the
[00:12:29] president of the United States's
[00:12:31] leadership. And so I'm grateful for all
[00:12:32] of those things because I really do
[00:12:34] believe that tonight marks a new
[00:12:36] beginning for Armenia and the United
[00:12:38] States and the partnership that our
[00:12:40] country can have together. Now, I want
[00:12:43] to announce a few things and and the the
[00:12:45] prime minister announced a few of them,
[00:12:48] but I I want to reiterate what we've
[00:12:49] what we've done here and what we're
[00:12:51] going to continue to work on together.
[00:12:53] So, first of all, he mentioned this
[00:12:56] incredible tech deal. The United States
[00:12:58] was proud to issue a number of export
[00:13:00] licenses for the sale of high-powered
[00:13:02] Nvidia chips. Now, what does that mean?
[00:13:04] That means new markets for American
[00:13:06] workers and for American businesses, but
[00:13:08] it also means greater prosperity for the
[00:13:10] people of Armenia. These are chips that
[00:13:12] simply do not exist in most countries in
[00:13:14] the world. They are now going to be
[00:13:17] developed and uh the the data centers
[00:13:20] using those chips are going to be built
[00:13:21] and in fact are already being built
[00:13:23] because of the prime minister's
[00:13:25] leadership and we're very happy to
[00:13:26] partner on that. It will mean great
[00:13:28] things for American workers and I think
[00:13:29] great things for the people of Armenia
[00:13:32] as well. We're also very proud to
[00:13:34] announce that our nations have completed
[00:13:36] negotiations on a 123 civil nuclear
[00:13:39] cooperation agreement. Now, once that is
[00:13:41] completely stood up, it'll pave the way
[00:13:43] for American and Armenian companies to
[00:13:46] strike deals on civil nuclear projects.
[00:13:49] That means up to $5 billion in initial
[00:13:52] US exports, plus an additional 4 billion
[00:13:55] in long-term support through fuel and
[00:13:57] maintenance contracts. This is the
[00:13:59] classic win-win for both Armenia and the
[00:14:02] United States of America. It means
[00:14:04] stronger energy security for my own
[00:14:06] country and it also think I think means
[00:14:08] stronger energy security for Armenia and
[00:14:11] it's also going to create a lot of new
[00:14:13] jobs back home in the United States. It
[00:14:16] means small modular reactors. American
[00:14:19] technology is going to be coming to this
[00:14:20] country and again it's one of the few
[00:14:22] countries where we feel confident enough
[00:14:25] to invest at this level to send this
[00:14:27] kind of technology and it's happening
[00:14:29] because of the prime minister's
[00:14:31] leadership. I'm also very proud to talk
[00:14:34] about the trip enterprise fund. I think
[00:14:36] most of you here are familiar with trip
[00:14:39] with the historic transformation that
[00:14:41] it's going to bring to the region. But
[00:14:42] let me say a couple of additional
[00:14:44] things. It is going to open up a whole
[00:14:47] new world of trade, transit and energy
[00:14:50] flows in this region of the world. And
[00:14:53] it will create unprecedented connections
[00:14:55] between Armenia and its neighbors. Now
[00:14:58] that is great for the prosperity of the
[00:15:00] people of Armenia. But it is also great
[00:15:02] for the enduring project of peace
[00:15:04] because when you create these
[00:15:06] interconnected um you know economies,
[00:15:09] energy sectors and so forth, it means
[00:15:11] that this region can have an enduring
[00:15:14] peace. We don't just want to make peace
[00:15:16] with the prime minister and the
[00:15:17] president's leadership. We also want to
[00:15:19] make sure that that peace endures and
[00:15:21] that is something that we are
[00:15:22] accomplishing here today. A couple of
[00:15:24] other things that I want to announce.
[00:15:26] There's a lot. This is a this is a busy
[00:15:27] agenda here and we're very proud of it.
[00:15:30] the f the trip fund what it will do is
[00:15:33] mean means that a lot of private capital
[00:15:35] is going to flow into building railroads
[00:15:37] into building pipelines and again to
[00:15:39] building the interconnectedness that
[00:15:41] will create real prosperity for the
[00:15:42] region but also allow the peace
[00:15:44] agreement to stick. I also was very
[00:15:47] happy with the prime minister just a
[00:15:49] couple of minutes ago to see some of the
[00:15:52] new drone technology that we will be
[00:15:54] selling to Armenia. As President Trump
[00:15:56] knows very well, the very best way to
[00:15:58] ensure that you have peace is to
[00:16:01] establish real deterrence. And the best
[00:16:04] way to establish real deterrence is with
[00:16:06] the best military technology in the
[00:16:08] world. And the United States has that.
[00:16:10] And for the first time, we are
[00:16:12] announcing a major sale of military
[00:16:14] technology.
[00:16:15] $11 million in surveillance drone
[00:16:18] technology to the Armenians and to our
[00:16:21] good friend the prime minister. He's
[00:16:22] going to use that to secure his country
[00:16:24] and to make sure that the peace that
[00:16:26] we're creating sticks. That means for
[00:16:29] the United States more jobs and more
[00:16:32] investment in our own defense technology
[00:16:34] sector. So, let me just close here by
[00:16:36] saying that what what's happening here
[00:16:38] today is truly historic. I am proud to
[00:16:41] be the first vice president of the
[00:16:43] United States to visit this beautiful
[00:16:44] country. I'm very excited to get to see
[00:16:46] a little bit of it tomorrow. I'm very
[00:16:48] excited about the dinner that we're
[00:16:49] going to have and I know that I'm the
[00:16:50] last thing standing between that dinner.
[00:16:52] So, I'll try to speak very fast here
[00:16:54] over the closing couple of minutes. But
[00:16:56] this is one of the oldest Christian
[00:16:58] countries in the entire world. A true
[00:17:01] bedrock of Christian civilization and
[00:17:03] culture. As a devout Christian myself, I
[00:17:06] know the meaning of this country, to the
[00:17:08] entire world, and to the religion that
[00:17:10] the prime minister and I share. So to
[00:17:12] the people of Armenia and the great
[00:17:14] prime minister, I want to thank you for
[00:17:15] your partnership. President Trump is
[00:17:17] committed to this partnership and so am
[00:17:19] I. And we're thrilled to be here to take
[00:17:21] the next step. God bless you.

[00:17:49] colleagues from United States.
[00:18:00] Mr. Prime Minister, can you let us know
[00:18:03] if in your conversations you discussed
[00:18:06] Iran and the situation in the region and
[00:18:09] what the goals and objectives would be
[00:18:12] of the United States and Armenia given
[00:18:14] the recent diplomatic efforts.
[00:18:27] I am sure you noticed from our
[00:18:28] statements already that
[00:18:33] The Republic of Armenia and the US share
[00:18:35] a common objective in our cooperation
[00:18:37] and that objective is peace and
[00:18:39] stability. All our engagements, all our
[00:18:42] activities with the US are aimed at
[00:18:44] peace and stability
[00:18:46] and I am confident that
[00:18:51] this is an achievable goal. We have
[00:18:54] seen, we are seeing now and I had the
[00:18:56] opportunity of saying this in my opening
[00:18:59] speech in the bilateral meeting that
[00:19:03] it's very important
[00:19:05] to note that the peace that was declared
[00:19:08] on August 8th, 2025 is now
[00:19:13] happening in reality on the ground. It
[00:19:16] is taking shape. And allow me to say
[00:19:18] that the cooperation between Armenia and
[00:19:22] the United States is a cooperation that
[00:19:24] brings peace and so it will be always
[00:19:28] next question from Armenia side
[00:19:32] public TV.
[00:19:34] Mr. Vice President, my question is for
[00:19:36] you Mr. Vice President
[00:19:38] although you did refer to the trip
[00:19:41] project in your speech but I would like
[00:19:44] to ask you for some details. How would
[00:19:46] you assess current progress? How much
[00:19:49] investment is expected or planned by to
[00:19:52] be made by the US in the project? And
[00:19:54] what economic benefits you expect of
[00:19:57] this project? Thank you.
[00:19:59] >> Well, in terms of the amount of
[00:20:01] investment, we've talked to a number of
[00:20:02] partners in the region, but also across
[00:20:04] the world who are very interested in it.
[00:20:05] They think that it's a very fertile
[00:20:06] investment opportunity. We actually
[00:20:08] spent a fair amount of time talking
[00:20:09] today about how we could make things go
[00:20:11] faster. I think the prime minister wants
[00:20:13] things to go as fast as possible because
[00:20:15] again this interconnectedness, this
[00:20:17] economic development is good for
[00:20:18] prosperity, but it's also good for
[00:20:20] peace. Um, you know, the United States
[00:20:22] is certainly going to play a very
[00:20:24] positive and constructive role in this,
[00:20:26] but I don't think that money is the
[00:20:27] issue. I think there's actually a lot of
[00:20:29] capital interest in this particular
[00:20:31] project project. There are a lot of
[00:20:32] people across the world who think that
[00:20:34] they can make a good return on
[00:20:35] investment by investing in Armenia and
[00:20:37] investing in this in this trip project.
[00:20:39] I think the question is really how do we
[00:20:42] get the peace deal into a good next
[00:20:45] phase? How do we keep the prime minister
[00:20:47] in in a in a good place where we he can
[00:20:49] start to um he can start to focus on on
[00:20:52] the future. I know he has an election
[00:20:54] coming up. I won't talk about that. But
[00:20:56] uh to the extent my endorsement means
[00:20:57] anything, he certainly has it because
[00:21:00] this is a guy who can build the
[00:21:01] long-term partnership to make this kind
[00:21:04] of a thing stick. This has not happened
[00:21:05] overnight, but I think we've already
[00:21:07] made great progress in just the months
[00:21:09] since August 8th.
[00:21:13] >> Thank you. The next question,

[00:21:17] >> Thank you, Mr. Vice President. Um, on
[00:21:19] the Iran negotiations, would the US
[00:21:21] allow limited uranium enrichment or is
[00:21:24] no enrichment whatsoever a red line in
[00:21:26] negotiations?
[00:21:27] >> Well, I think the president's going to
[00:21:28] make the ultimate determination about
[00:21:30] where we draw the red lines in the
[00:21:31] negotiations. is if you go back to the
[00:21:33] original negotiation that happened
[00:21:35] between us and the Iranians, the
[00:21:37] president was trying very very hard to
[00:21:39] actually strike a constructive deal that
[00:21:41] would have been good for the United
[00:21:42] States, but frankly the entire
[00:21:43] administration agreed if the Iranians
[00:21:45] were smart enough to have made that
[00:21:46] agreement, then it would have been good
[00:21:48] for them too. Uh we're obviously much
[00:21:50] more focused tonight on the issues
[00:21:52] related to US Armenia cooperation. Uh
[00:21:54] but I'll let the president speak to
[00:21:56] exactly where he wants to set the lines
[00:21:58] in negotiation. As you guys know, he
[00:22:01] typically does that privately. He
[00:22:02] doesn't announce what he's going to do
[00:22:04] in a negotiation because he thinks that
[00:22:05] it constrains him in private. He he's
[00:22:08] going to have a I think a lot of good
[00:22:10] conversations with his team and with
[00:22:11] others in the in the in the days and
[00:22:13] weeks to come. I'll let the president
[00:22:15] set the terms of those negotiations, but
[00:22:18] with all due respect to our friends in
[00:22:19] the media, I think the president is
[00:22:21] going to preserve decisional space for
[00:22:23] himself, and that means not revealing
[00:22:25] too many of his cards publicly. I have
[00:22:27] one more followup on the Iran
[00:22:28] negotiations. Has the violent crackdown
[00:22:30] of protesters in Iran been part of those
[00:22:33] negotiations? Does the US uh want to
[00:22:35] push for any kind of human rights
[00:22:37] assurances to be part of a deal?
[00:22:39] >> Well, I think as the president said has
[00:22:40] said publicly, it's already very much
[00:22:42] been part of the negotiations that we've
[00:22:43] had. It's one of the things the
[00:22:44] president made a very strong demand is
[00:22:46] that you there were prisoners who were
[00:22:48] going to be executed. The crackdown was
[00:22:50] of course very brutal and violent. And
[00:22:52] as the president, the entire
[00:22:53] administration has said, we stand with
[00:22:54] the people of Iran. We stand with the
[00:22:56] right of peaceful protest across the
[00:22:58] world and certainly people who want to
[00:23:00] exercise that right in Iran. Uh but but
[00:23:03] absolutely the president has made that
[00:23:05] part of the conversations that he's had
[00:23:06] not just with the Iranians but with
[00:23:08] people all across the region. I'm sure
[00:23:09] that will continue.

[00:23:26] up to now, how much work has been done

[00:23:37] level of Armenia US relations, the
[00:23:40] current progress of activities and in
[00:23:42] the near future, what specifically
[00:23:43] should we expect? I think this site

[00:25:17] vice president because during those days
[00:25:19] when we were having that meeting how can
[00:25:21] I put this correctly
[00:25:23] the white house was still transforming
[00:25:27] I might even say the the vice president
[00:25:30] was probably hadn't moved in fully to
[00:25:33] that work environment and I very highly
[00:25:35] appreciate that under those
[00:25:37] circumstances he considered tank to be
[00:25:38] an important conversation. So calmly,
[00:25:41] quietly for quite a long time, we not
[00:25:43] only discussed the opportunities that
[00:25:46] and the agenda
[00:25:48] could reach us to today's point
[00:25:52] that it is worthy of particular
[00:25:54] appreciation in that environment and
[00:25:56] when I got back to Yervan

[00:26:03] president of the United States had given
